Place: Arusha International Conference Centre (AICC)

The EAC Financial Sector Development and Regionalization Project I (EAC - FSDRP I), which is funded by a $16 million IDA grant, became effective in June 2011. The project aims to support the development of the East African financial sector, through the establishment of a single market in financial services. Creation of a single financial services market, will also contribute to realization of the Common Market Protocol, by facilitating the attainment of the four freedoms i.e. movement of goods, labour, services and capital.
Under FSDRP I, the Project Administration Team (PAT) has begun work to establish foundations for EAC financial sector regionalization through; establishing core capacity at the institutional level to support the EAC financial sector integration process; producing EAC model directives for financial sector laws and regulations; and achieving early wins in regional integration of market infrastructure.
The FSDRP I is structured into six components. The components are: (i) financial inclusion and strengthening market participants (ii) harmonization of financial laws and regulations against common standards; (iii) mutual recognition of supervisors; (iv) integration of financial market infrastructures; (v) development of a regional bond market; and (vi) capacity building.

Main Purpose of the Assignment
The main objective of the assignment is to develop and implement a cost effective procurement management system including procurement plans in accordance with the EAC Secretariat and World Bank Procurement Guidelines. The Procurement Officer will report to the Procurement Specialist.

Duties and Responsibilities
The key responsibilities of the Procurement Officer will include:

  • Preparing General Procurement Notice (GPN) and Special Procurement Notices (SPNs) and getting them published in UN Development Business and local and international newspapers, in accordance with the World Bank Procurement/ Consultancy Guidelines;
  • Preparing and updating of annual procurement plan and submitting to the 'EAC Secretariat and the World Bank for approval;
  • Participating in the procurement meetings to ensure compliance with EAC Secretariat procurement guidelines;
  • Preparing bidding documents in accordance with the EAC Secretariat standards and procedures; and obtaining no-objections from the World Bank;
  • Preparing and finalizing Request for Proposals packages;
  • Issuing the bidding documents to the potential bidders;
  • Drafting contracts for procurement of consultancy services, goods and trainings under the project in accordance with the World Bank guidelines;
  • Preparing monthly procurement status reports in collaboration with the Procurement Specialist;
  • Filling and keeping records of all documents for audit and World Bank post-reviews;
  • Ensuring implementation and compliance with the provisions of the legal agreements between the EAC Secretariat and the World Bank with the Project Operation Manual;
  • Taking other actions necessary to facilitate the effective and timely implementation of the project;
  • Conduct all procurements in accordance with the Procurement Plan approved by the EAC and the World Bank;
  • Preparing the quarterly procurement monitoring reports to the World Bank within 30 days from the end of the quarter;
  • Prepare advertisements of bid opportunities, issuing bid documents to the bidders and receiving bids;
  • Preparation of technical specifications, Terms of Reference, and relevant inputs for bidding documents and request for proposals;
  • Compile, developing and maintaining information on material and service costs, suppliers and products;

Qualification and Experience

  • Bachelor's Degree in business, economics, law, engineering, or other related.field with relevant training in procurement. Possession of a Master's Degree will be considered as an added advantage"
  • Minimum of 3 years' experience in executing procurement of goods and consultancy services,
  • Good communications and team-working skills;
  • Experience on World Bank Projects is an added advantage;
  • Excellent computer skills including Microsoft Office tools and data management;  and excellent knowledge of spoken and written English.
  • Experience on donor funded projects e.g. World Bank, Africa Development Bank, etc. shall be considered as an added advantage.

Terms and Conditions of service
This is an EAC-FSDRP project position supported by Donor Funds, and is a non-established position for which contract terms are limited to the period of the project, and may be renewed subject to extension of the funding. The Procurement Officer will be recruited by the EAC Secretariat for an initial period of ten (10) months and the contract may be renewed contingent upon project budgeting and a satisfactory performance evaluation. Attractive consolidated remuneration packages for fixed contract positions will be paid in accordance with the EAC-FSDRP budget.
