Job Title: Finance Officer

General Information
Raleigh International is a sustainable development charity which enables people of all ages, backgrounds and nationalities, especially young people, to develop as leaders, team players and global citizens through participating in community development and environmental conservation projects. Over the past 30 years over 36,000 young people have participated in Raleigh programmes around the world.

In Tanzania we operate as Raleigh Tanzania, a non-profit company limited by guarantee. We work with the Government of Tanzania through a Memorandum of Understanding with the Ministry of Information, Youth, Culture and Sports. Together we promote the spirit of volunteerism for sustainable development, as articulated in the National Youth Development Policy of December 2007

Raleigh Tanzania works in partnership with various NGO’s on community development and environmental conservation projects throughout Tanzania, coordinated through our administration and training centre in Morogoro. For example, we are currently improving water supply and sanitation for rural communities near Singida and building an early childhood development centre near Shinyanga.

Overall purpose of the job  
As a key member of the Raleigh Tanzania team, you will be expected to improve and
manage financial systems in accordance with company policies and Tanzanian laws,
supporting the Country Director in all financial management and reporting activities. You will
be managing the finances of a busy, growing organisation with 12 full time staff, 30 volunteer
staff and over 100 project volunteers, with 10 project sites in remote rural areas across the

1. Review and improve company financial systems to ensure the company meets all
financial legal requirements and manages its finances in an efficient, effective and
transparent manner.

2. Maintain the company bank accounts, with accurate records of incoming funds,
expenditure and movements between accounts. Regularly reconcile bank accounts.

3. Supervise expenditure and maintain an accurate record of cash movements with
evidenced entries and regular reconciliation.

4. Ensure all invoices and checked for validity/accuracy and are paid on time and in
accordance with company procedures.

5. Maintain accurate payroll records and prepare monthly payment vouchers for salary,
income tax and pension payments.

6. Maintain accurate financial records in accordance with Tanzanian financial
regulations, audit requirements and best practice.

7. Monitor expenditure against agreed budgets, manage cash flow and produce regular
financial reports.

8. Provide monthly financial reports to the finance department of Raleigh International in
the UK.

9. With the support of the company auditors, prepare the company accounts for annual
financial audit.

Person Specification:

· Excellent knowledge of MS Office, especially Excel.
· Experience with double entry bookkeeping.
· Able to demonstrate basic accounting knowledge.
· Prior experience in a financial/accounting role.
· Excellent planning, organisational and time management skills.
· Effective and clear written and verbal communication skills.
· Ability to work on own initiative.
· Fluency in spoken and written English and Swahili.
· Commitment to the aims, ethos and culture of Raleigh International.

· Two years’ relevant work experience.
· Experience of using computer-based bookkeeping or accounting systems.
· Degree in a relevant subject, e.g. accountancy, economics, business administration.
· Experience of working with young people of different cultures and backgrounds.
· An understanding of international, environmental and development issues.
