RTI International is seeking two Surveillance and Monitoring & Evaluation (M&E) Advisors candidates, for the locations of Dar Es Salaam and Zanzibar, for an USAID-funded malaria surveillance and monitoring project in Tanzania.

The purpose of this project is to -in collaboration with Tanzania’s national malaria control programs, in-country stakeholders and the U.S. Presidents Malaria Initiative -- strengthen surveillance and vector control efforts in mainland Tanzania and Zanzibar, in alignment with respective malaria national strategic plans and USAID priorities.

The Surveillance and M&E Advisor will be responsible for the leading and supporting surveillance, M&E and research activities in this program.

  • Supports Surveillance & MERLA Director in management and implementation of project’s support to NMCP / ZAMEP for routine malaria surveillance, as well as state-of-the art analysis of malaria surveillance and monitoring data.
  • Collects HMIS/DHIS 2 data, analyzes, interprets and reports on performance indicators nationally, regions and districts.
  • Supports implementation of project’s MERLA approach, specifically with regards to mainland Tanzania
  • Leads the project’s M&E systems, including developing and managing the project’s relevant performance indicators, baselines, and annual targets, as well as ensures compliance to USAID and PMI requirements.
  • Engages continuously with NMCP / ZAMEP on malaria surveillance and monitoring, through supportive supervision, mentoring and coaching and participation in relevant technical working groups.
  • Supports development of project’s research agenda and leads selected research activities.
  • Supervises the collection, analysis and reporting on performance indicators by other team members and project counterparts, preparing data tabulations, reports, and presentations to support project activities.
  • Prepares monthly, quarterly and annual progress reports on the status of project implementation; contribute to other project reports such as annual work plans.
  • Regularly reviews and updates the project’s M&E plan.
  • Supervises a team of epidemiologists, data scientists and M&E specialists. 

Minimum Requirements:
  • Bachelor’s Degree in public health, demography, sociology, epidemiology, biostatistics,
  • psychology or a related field.
  • Six (6) years’ experience in monitoring, evaluation and research related to large-scale
  • health development programs.
  • Experience and knowledge of USAID and M&E reporting indicators and procedures
  • Excellent knowledge of data collection protocols for quality data collection and
  • verification
  • Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation
  • Demonstrated experience and familiarity with disease surveillance approaches, research methodologies, qualitative and quantitative research methods, data analysis, sampling methods, and establishment of M&E systems in Tanzania.
  • Demonstrated experience leading and building the capacity of surveillance, M&E and research staff in a decentralized setting
  • Demonstrated track record in disseminating programmatic and research outcomes and findings at national and international conferences, as well as in the published literature
  • Must have strong oral and written communication and presentation skills in English (tested FSI R4/S4). Fluency in Kiswahili will be a significant asset.
  • Strong proficiency with Microsoft Office Suite applications.
  • Willingness and ability to travel frequently within Tanzania.
