POSITION TITLE: PROCUREMENT AND LOGISTICS OFFICER,
DUTY STATION: MBAGALA,DAR ES SALAAM
SALARY: 1.2 MILLION

JOB DESCRIPTIONS
1. Provide overall supervision and coordination of staff and activities in the procurement and logistics unit.
2. Ensure the proper design and timely functioning of a service and support oriented procurement management system for grant projects including procurement ,contracting and logistical support.
3. Ensure that all necessary documents are collected and submitted each time a vetting process is required.
4. Establish and maintain centralized records of all aspects associated with procurement and logistics.
5. Ensure consistent communication , coordination and responsiveness with coordinator on the status of procurement , contracting and logistics activities.
6. Establish and maintain and internal tracking system that ensures expenditures are properly coded.
7. Implement proper control and monitoring procedures for the procurement and contracting process, responsible for ensuring the transparency and competitiveness of bid analysis,bidding and tender processes.
8. Prepare and conduct Request for Quotations,purchase requests ,bid analysis sheet and review purchase receipts, quotation bids and proposal, evaluations and negotiations of all goods and services to ensure compliance with procurement regulations.
9. Provide recommendations on pricing , sourcing and specifications relating materials, goods and services in order to improve project quality.
10. Create and update a pricing list for most commonly used items.
11. Monitor the procurement and logistics competency of ongoing projects and evaluate the same on completed projects.
12. Ensure that all procurement and contracting processes are in full compliance and all activities are up to date.
13. Assist in the coordination of vehicle controls, supervision of drivers and management of staff movements.
14. Implement effective internal control of assets, inventory and propety management.
15. Perform such other duties as may be assigned.

REQUIRED QUALIFICATIONS

1. Completed degree from an accredited academic university/institutions preferably in Procurement and Logistics Management.
2. 3 years of professional experience.
3. Fluency in English is required.
