Program Driver at ICAP Tanzania - 5 Positions


ICAP at Columbia University works in partnership with the Ministries of Health and Social Welfare (MOHSW) in Tanzania to support the implementation of high-quality comprehensive family-focused HIV Prevention, Care and Treatment services with funding from the U.S. Centers for Disease Control and Prevention (CDC) through PEPFAR. A key aspect of the program is to build the capacity of the Ministry of Health Community Development, Gender, Elderly and Children, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs, including financial, administrative, program management and technical advisory skills. The organization has employed talented, dynamic individuals with strong clinical backgrounds and public health management expertise to achieve its programmatic objectives.


Position Title: Program Driver (5 position)

Reports to: Fleet Supervisor
Location: Dar es salaam, Mwanza and Geita
Travel: Up to 90% in intervention districts

Duties and Responsibilities:
• To drive ICAP programme vehicles as directed and providing safe and efficient transportation to the staff and its visitors.
• Delivering parcels, letters and other relevant items to offices and businesses as appropriate and while on safari when directed.
• Drive long distance with or without ICAP staff when required and adhere with the rules and regulation.
• Ensure that the vehicle is always clean and in good order and all the documentation e.g. insurance and road license are up to date.
• Perform routine vehicle inspection and maintenance including checking oil, fuel, brakes, lights, windshield wipers, waters and tire pressures
• Keep track of maintenance record of vehicles to ensure that service schedule is adhered to and to remind the employer in advance when vehicle (s) service is due.
• Proteges information and other general assistance to the organization staff and its
• Maintains record of work performed; Fills up all necessary forms, makes timely reports of accidents, incidents and unusual occurrences.
• Ensuring necessary steps are taken as required by rules and regulations in case of involvement in an accident.

• Performs miscellaneous job-related duties as assigned by Supervisor.
• To perform other duties as assigned.


Experience, Skills 8 Minimum Required Qualifications
• Form Four (IV) graduate or higher education is desirable.
• PSV Certificate from the National Institute of Transport (NIT) is an added advantage.
• Basic knowledge of automobiles and ability to make minor repairs and perform preventive maintenance.
• At least two years' experience of successful driving both in towns and up country regions.
• Have valid driving license, registration and valid permits at all the time.
• Excellent written and spoken English and Kiswahili.
• Experience in working with donor organizations at least 2 years.
• Able to travel by 90% of his time
• Fluent in Kiswahili and English

General Overview:
This position is responsible for the management, administration, and oversight for all aspects related to awards, sub-grants and contracts for the WRP program.
The Contracts Officer will serve as the point person and will provide sub-award oversight, monitoring sub-awards and providing advice and technical support to WRP staff and sub-recipient partners. He/she is responsible for ensuring that the WRP and WRP partners comply with all applicable contracting policies and procedures, laws and regulations, proper accounting standards and donor reporting requirements


Duties and Responsibilities:
• Administers the full cradle to grave cycle of award management activities from pre-award assessments, monitoring and compliance, and close out procedures.
• Reviews partner budget submissions for accuracy, allowable cost violations, reasonableness and consistency.
• Develops contracts, awards, award modifications and contract amendment documents for signature by the Site Director or Sr. Program Director and works closely with the HFJ/MRI contracts department, especially on awards valued at $100,000+
• Performs internal audits and reviews of partner operations as required toensure compliance with WRP and donor policies and procedures. Provide additional technical assistance to partners (either personally or through delegation of finance staff) as is necessary to maintain high standards 0 compliance.
• Stays abreast of donor policies, procedures, rules and regulations; compile, and updates applicable local policies and trains WUP program and partner staffs in all policies and procedures. Builds capacity of sub-recipients in areas not limited to grant writing, grant monitoring, budgeting, compliance documentation and information management, and ethics..
• Develops training modules and training materials for regularly scheduled group trainings and one-on-one mentoring/technical assistance. Provides skills building training and cross functional preparation for members of the Finance and Procurement staff.
• Liaises with the Procurement Manager to ensure WRP partner compliance with procurement policies and procedures for all goods and services.
• Develops an award tracking system and tools/reports. for’ the monthly reporting of Contract activities.
• Monitors monthly financial performance in relation to budgets and forecasts, obligated funds, commitments and advances to staff, partners and consultants.
• Takes responsibility for the accurateness and completeness of partner property and inventory lists.
• Oversees the closeout of awards: provides technical oversight and assistance on the final inventory, proper disposition of property, and reconciliation of financial obligations.
• Responsible for the discovery, mitigation and documentation of financial risks related to contracts and grants. Responsible for the completion of yearly risk management reports.
• Ensures for the availability, continuity and security of financial data and information pertaining to’ contracts and grants.


Education and/or Experience:
• Bachelor’s degree in Finance or Accounting from three-year College or university.
• Demonstrated experience in sub award and contract administration, management and oversight.
• Experience in assessing the capacities of organizations and their grant worthiness.
• Computer Skills:
• The following computer proficiency is (are) required: Microsoft Office, accounting and payroll management software, e-mail and internet, and willingness to expand skill base.


Other Skills and Qualifications:
• Ability to reed, analyze and interpret general technical financial procedures and governmental regulations. Ability to write reports, business correspondence and procedure manuals. Fluent in English and Kiswahili.
• Demonstrated experience with audit, legal compliance and budget development.
• Experience in effectively communicating key data, including presentations to Sr. Management and outside partners.

The organization would like to recruit a PROGRAM TECHNICAL OFFICER for its KIZAZI KIPYA-USAID New  Generation Program in Misungwi District.

Job Title: Program Technical Officer
Reporting to: Program Coordinator
Location base: Misungwi District

The Technical Officer Position is crucial to the success of OVC integrated services under KIZAZI KIPYA-USAID New  Generation Program She/he is the main source of training and overall support to OVC Stakeholders including local leaders and community groups. The position requires a high degree of integrity, professionalism, flexibility and perseverance, as well as the ability to anticipate, identify and resolve problems in the field.

We are looking for enthusiastic and energetic Technical Officer to support the KIZAZI KIPYA-USAID New Generation Program which is a successor to the Pamoja Tuwalee Program, though with a slightly different vision which strongly focuses on HIV and targets orphans and vulnerable children, as a subset of the most vulnerable children (MVC), Economic Strengthening and Resource mobilization initiatives in various activities related to the implementation of the Program in Misungwi District


Key responsibilities:
Child Protection and Gender Based Violence
Participate with other members of the organization to develop and carry out annual work plans under the KIZAZI KIPYA-USAID New Generation Program.
To be team leader of the MOCSO staff in Misungwi district and provide leadership and guidance to other program staff.
Support advocacy and delivery of training workshops and other capacity building interventions related to child protection and GBV work.
Provide support to identify, monitor and report the level of child abuse and exploitation within KIZAZI KIPYA-USAID New Generation Program.
Work with social welfare office, police and health facilities on individual case follow up and rehabilitation of victims of abuse and exploitation.
Collaborate with other district stakeholders to strengthen referral systems for child abuse and GBV survivors.
Compile success stories, regular status, progress and final reports related to child protection and GBV.
Participate in developing child protection policy and procedures with the aim of promoting an understanding on the role of staff in protecting children from harm and abuse.

Economic Strengthening (Village Savings and Lending Groups-VSLG):
Participate effectively by leading training in all training of trainers workshops, including Management Committee training, and in other workshops, including mobile workshops
Manage all aspects of support to Empowerment Workers and group leaders to ensure that they can fulfill their obligations and of the groups they serve in a timely and transparent manner.
Provide support to revise program materials to meet new learning needs of groups
Ensure that WORTH program information is accurately and promptly communicated to the Coordinator
Coordinates village banking support activities including, but not limited to, the coordination of training activities to provide maximum support to groups to become viable village banks.

Qualifications and experience

The Regional Manager – Katavi under the TANROADS Engineer consulting Unit wish to recruit the under mentioned staff under the short term contract of 12 months renewable.

 The staff will be among the RM’S to supervise the works upgrading to bitumen standards of Mpanda – Usimbil

Position Title: Materials Engineer

Job Responsibilities:
  • S/HE will report to resident engineer with the following duties
  • Advice the resident engineer on all issues pertaining to projects implementations with particular emphases on all materials
  • To check the setting out of laboratory including the periodic calibrations of equipments as required
  • To recommend special tests materials and or completed works order removal and substitutions of improve materials and or works as required to the resident engineer for approval
  • To review and check all bituminous and non bituminous mix design and concrete mis design proposed by the contractor
  • Follow up and verify implementations of corrective actions
  • Attending weekly, monthly and other progress meeting held at the site as required by the resident engineer
  • Perform any other duties as may be assigned by the resident engineer

Qualifications and Experience
  • Holder of full technician course/ordinary diploma in civil engineering or similar technician qualifications
  • Must be conversant with various conditions of contract applicable to civil engineering works
  • Must have at least 5 years general experience as technician in constructions supervisor projects
  • Must have at least 3 years material technician in similar project
  • Fluent written and spoken English and Kiswahili language

  • Carry out sampling and testing the borrow areas and materials stack as per quality assurance programme for respective
  • Supervise the all sampling and testing that are conducted by the contractor at the laboratory crushing the plant concrete plant and stabilization plant
  • Conduct mix design test for various mixes
  • Conduct control tests on cement/asphalt concrete mixes at plant/laboratory/site
  • Give regular feed back to the potential materials engineer on the site problems, additional items and probably delays potential issues
  • Perform such as other duties as may be assigned by the materials/highway engineer

Qualifications and Experience

MWANZA OUTREACH  CARE AND SUPPORT ORGANIZATION  is a registered non-governmental organization based in Mwanza City. For the past 14 years, the organization has been providing various community services including home based care for people living with HIV/AIDS, care and support for the most vulnerable children, early childhood development services to children aged less than 5 years and socio-economic support to the elderly members of the community  in Nyamagana and Misungwi Districts.

The organization would like to recruit a PROGRAM ACCOUNTANT for its KIZAZI KIPYA-USAID New  Generation Program in Nyamagana and Misungwi districts .

Job Title: Program Accountant
Reporting to: Program Coordinator
Location base: Mwanza City

The Accountant Position is crucial to the success of OVC integrated services under KIZAZI KIPYA-USAID New Generation Program. The position requires a high degree of integrity, professionalism, flexibility and perseverance, as well as the ability to anticipate, identify and resolve accounting and management problems.

We are looking for an enthusiastic and energetic Accountant to support the KIZAZI KIPYA-USAID New Generation Program which is a successor to the Pamoja Tuwalee Program, though with a slightly different vision which strongly focuses on HIV and targets orphans and vulnerable children, as a subset of the most vulnerable children (MVC), Economic Strengthening and Resource mobilization initiatives in various activities related to the implementation of the Program in Nyamagana and Misungwi Districts.

SUMMARY OF JOB DESCRIPTION:
The Accountant shall be responsible to the Program Coordinator of the MOCSO-Kizazi Kipya-USAID New Generation Program.

The duties and responsibilities of the accountant are listed below:
  • To assist the Program/Project coordinator in coordinating and supervising all the financial functions of the program and the project. This shall include the timely preparation and submission of all program financial and accounting reports and documents including cash books, payment vouchers, bank reconciliation statements, budget compliance reports and any other financial reports that may be required by the Kizazi Kipya-USAID New Generation Program and to submit such reports in compliance with the reporting requirements of the Kizazi Kipya-USAID New Generation Program..
  • To advise the MOCSO management on the formulation, review and implementation of policies that enhance the financial viability, effective cost management and optimize resource mobilization and utilization.
  • To implement the existing internal financial controls of the organization and the programs and to advise the MOCSO management if additional controls are required. 
  • To be proactive in the development and implementation of sound accounting and financial management systems and procedures for the Organization based on standard accounting principles. 
  • To coordinate all program and project finances and the preparation, implementation and control of the annual and any supplementary budgets of the Organization.
  • To review purchase orders prepared by the program staff and to facilitate procurement of office supplies, equipment, furniture and services.
  • To ensure compliance with the procurement policies and guidelines of the organization and the Kizazi Kipya-USAID New Generation Program requirements.
  • To maintain an up to date register of the assets and stores of the organization and to ensure proper accountability of the same including proper use and custody of the properties of the Organization such as consumable office items and fuel for motor vehicles.
  • To ensure that the recommendations made or issues raised by the internal and external auditors are implemented or addressed without delay.
  • To cooperate with external auditors to ensure that, within three months of the end of each financial year, draft accounts of the preceding financial year are submitted for audit.
  • To perform any other duties assigned by the Program Coordinator and MOCSO management.

Qualifications and experience
  • First degree in Accountancy or Advanced Diploma in Accountancy from a recognized university or institution. 
  • At least 2 years’ experience working in a reputable organization, but fresh graduates with the right aptitude will also be considered. 

Skills and abilities
  • Strong computer literacy, especially in Microsoft Word, Excel and Access.
  • Ability to use accounting packages, such as quick-book
  • Ability to work independently with minimum supervision.
  • Capability to cope with increased workload and to work under pressure to meet reporting deadlines.
  • Excellent interpersonal relations and ability to mentor and to supervise other staff.
  • Excellent communication and report writing skills including command of both Kiswahili and English.
