IT Security Officer

Officer - IT Security

Job Purpose:

  • The Officer IT Security must be an experienced professional with knowledge of all matters concerning Information Technology & Security
  • Reporting to Head - IT Department, the incumbent is responsible to manage the Bank's Information Security resources (people and systems) to obtain optimal return on investments and bring the organization's information security risks under explicit management control through the Information Security Management System (Information Security framework, policies. standards. procedures. and supporting tools).
  • Ensure minimum bank's exposure to external and internal information security threats and availability of reliable and useful information for decision making.

Key Roles and Responsibilities

  • Maintain a comprehensive Information Security framework, policies and procedures
  • Integration of Cyber Security related matters during acquisitions/ procurement.
  • Identify gaps between current information security environment, relevant standards / good practices and the bank's internal capabilities.
  • Identify and communicate information security threats. 
  • Desirable behaviors and changes needed to address these points to the business and IT
  • Identify and collect relevant data to enable effective information security related risk identification, analysis and reporting
  • Continuously monitor information security risk levels.

Educational Qualifications

  • Degree in IT & IT related courses such as Management Information Systems/Computer Science /Information Systems and management / information Technology etc. 
  • Experience / Expertise in IT related field is an added advantage.

REQUIRED QUALIFICATIONS:

Duties And Responsibilities:

  • Manages the Information and Communication Technology Unit by formulating short and long term work programmes for the Unit and ensures that programmes are implemented;Formulates the Authority's ICT policies and guidelines, and assists the Managing Director in ensuring that such policies and guidelines are adhered to by all Departments and Units;
  • Facilitates the application of modern ICT in all aspects of the Authority's operations and ensures that 'such application is constantly updated;
  • Assists Departments and sections in solving problems related to the use of ICT equipment and systems, and takes measures to ensure that information management in the Authority is secure;
  • Advises the Management on all matters pertaining to ICT, and ensures that the same is appraised of opportunities and threats that have a bearing on the management of ICT in the Authority;
  • Prepares periodic reports outlining the performance of the ICT Unit and the use of information technology in the Authority; .
  • Performs other related duties as may be assigned from time to time by the Managing Director.

Information, Communication and Technology Technician (1 Post)
Reporting to the ICT Manager, the position holder will be responsible to ensure the NBS ICT systems and services are operating at a level that supports the NBS objectives

Specific Responsibilities
· Perform repairs and planned preventative maintenance on NBS systems and services
· Maintain and update the equipment inventory (including stored faulty equipment) by adding information on the status of equipment, maintenance history, where known, routine maintenance requirements and expected timing of replacement of all NBS ICT equipment.
· Liaise with suppliers and or the procurement unit on the supply of ICT equipment.

DUTIES AND RESPONSIBILITIES
Heading the Directorate of ICT and Operations
Take ownership of audit process (Audit preparations, Intra- audit & Post Audit Remediation) to ensure Audit targets set are achieved
Ensure all departments under Directorate of Operations adhere or comply with all Operations related policies and procedures through designing and implementing regular checks as part of the internal reviews and ensuring effective remediation of any gaps.
Work close with Directorate of Finance to ensure accounts classification and defined business rules are in place for each account allocated to Operations & IT.
Ensure accounts reconciliations and attestations are done and reported as per agreed frequency with Finance to avoid any risk.
Ensure NOSTRO, Central Bank, ATM/Cash & any other identified suspense accounts frequently used to process payments are closely monitored and exceptions receive utmost attention according to escalation matrix.
Ensure Operations & IT have sufficient resources including people and equipment to deliver on operational and customer commitments.
Put in place a proper capacity plan that will allow proper utilization and fair assessment of human resources available.
Manage annual planning and review of MTP, STP and Revised Annual Forecast (RAF) budgets for the Operations & IT including the setting ofMTP and STP Financial targets & standards and related measures and anticipated financial cost targets.
Ensure costs in Operations & IT are within the agreed budget or achieve a favourable budget variance
Ensure Treasury Operations and loan processing centres are well equipped, efficient and effective to provide desired services to the business functions
Supervise the role of Maintaining and updating the existing Management Information Systems.
Supervise the role of Creating and maintenance of data base, system design and development.
Devise Security schemes for protection of data and information and supervising the updating of the Institution website.

QUALIFICATION AND EXPERIENCE
Bachelor Degree either in Computer Science, Information Technology or
Computer Engineering, specialized in programming or related discipline from
recognized institution with nine (9) years working experience in the relevant field.

KNOWLEDGE, SKILLS AND ABILITIES
· Demonstrated experience with detailed requirements analysis.
· Demonstrated experience with at least dynamic programming languages
(Ruby, Perl, Python, PHP etc.)

The $26 million award by USAID provides a broad range of integrated and knowledge-driven technical services to support President Obama’s $3.5 billion Feed the Future initiative to combat hunger, reduce poverty and forge long-term solutions to chronic food insecurity and under nutrition. Drawing upon resources and expertise of agencies across the US Government, this Presidential Initiative helps countries transform their own agriculture sectors to grow enough food to feed their people. The Food Security Service Center will provide advisory services through the recruitment, mobilization and deployment of state-of-the-art expert consultants and volunteers to 19 target countries in Latin America, Caribbean, Africa, Asia and other priority countries. Based on their findings, the USAID Bureau for Food Security will recommend further investments to bring projects to scale or to replicate in other areas. The contract will enable USAID Bureau for Food Security to provide short and longer-term expertise for state-of-the-art food security support services and analyses; capacity building; and expert analysis and integration of cross-cutting issues that are critical to the success of FTF and also provide a mechanism for bridge programming and pilot innovations.

Position Description:
SI is seeking a full-time Database/Data Management Specialist for a three to six month contract for the USAID FSSC project that SI implements. The Specialist would report to the FSSC Operations Manager, and be based at SI HQ in Arlington, VA.

Responsibilities:
Provide assistance and suggest improvements to the database and work closely with the programmer and the FSSC to ensure functionality and user-friendliness.

Qualifications:

  • Bachelor’s degree.
  • Three to five years’ experience in database management, preferably with recruitment databases.
