Position Summary
Finance Manager will be responsible for overseeing and supervising company funds to maximize returns while minimizing risk and ensure adequate control structure; financial analysis such as forecasting, budgeting, cost reduction analysis, and review of operational performance.

Duties & Responsibilities
 Oversee system and processes
 Coordinate risk management and control of Key assets, high risk areas like cash, bank, Debtors, etc

Financial Analysis

 Interpret the company's financial results to management and recommend improvement activities.
 Assist in the determination of product pricing in relation to features offered and competitor pricing.
 Compile key business metrics and report to management.
 Create additional analyses and reports as requested by management

 Degree in Accountancy
 Must have a CPA(T) or an ACCA qualification
 Minimum 7+ years of experience at senior role

Duties and Responsibilities

Qualification, Knowledge and Experience

  • Must possess at least Degree in Accountancy or Finance plus accounting professional qualifications (CPA-T, ACCA or equivalent) from recognized institutions. A Masters Degree will be an added advantage.
  • Must have a strong background in performance management as well as financial accounts principles, laws, and administrative experience of not less than three years at senior management position in a reputable organization.

Position description
The Finance Manager is part of the Senior Management team, will report to the Country Manager, and manage the Accountant & Admin Officer. Manages overall finance function to ensure compliance with legislation and requirements. Drives and develops MIS, reporting, and leading cashflow & balance sheet management in order to support the achievement of business objectives and strategies; forward looking cash flow planning and take action on it. Develop strategic relationship with key financial, investors & statutory stakeholders as well as sound financial & tax planning. Gives guidance and training to all company staff.

• Prepare the yearly budget & planning cycles.
• Lead all financial (& statutory) obligations for compliance under TRA & other relevant government departments, ensuring that all activities & operations are performed in compliance with national & regional regulations & laws governing business operations
• Manage cash flow according budget and act on it if needed. Also taking into account FX difficulties and misalignments.
• Compile financials BS / CF / P&L & other MIS.
• Liaise with & develop strategic relationships with financial lending & investment institutions to optimize the capital structure of the company, develop & raise expansion capital from competitive sources to support company strategy execution, & ensure internal performance monitoring of major capital investments.
• Co-develop Business Plans together with Country Manager and Business Developer & review subsidy or funding proposals
• Manage quality of: Administration of incoming Invoices, accounts payable, aging accounts, payment of invoices on agreed terms, accounts receivable, cash books, etc.
• Develop, recommend and manage financial policies for: budgeting, forecasting, tax planning & cash planning, cash handling, expenses processes to ensure sound financial controls.
• Serve as general counsel, including overview & execution of Authority Matrix.
• Ensure that all Tax related documents are obtained & filed. Sales & Output VAT reconciliation on a monthly basis.
• Ensure all statutory compliance, verses preparations & submission of VAT, W/T, Pension return in time, & ensure payments are made before due date.
• Coordinate all staff payroll.
• Develop appropriate Micro-Credit facilities. Install proper cash receivable procedures. Ensure proper customer re-payment overviews are made. Make clear overviews of payment plans, payments according to payment

Agricultural Finance Specialist

Main responsibilities:

Financial resource management  

  • Oversee all aspects of financial resource management.

This position will be based in Arusha, Tanzania with regular communication/coordination with colleagues in Canada.

FRI has an office in Arusha with country offices in Accra, Addis, Arusha, Bamako, Burkina, Kampala, Niamey and Lilongwe. Farm Radio International in Tanzania will be implementing the UNITERRA project. Uniterra is a volunteer cooperation and international development program that strengthens organizations and networks by pooling expertise and knowledge. Jointly implemented by World University Service of Canada and the Centre for International Studies and Cooperation (CECI), the Uniterra Program contributes to improving the socio-economic conditions of local communities in 14 countries in Africa, Latin America, the Caribbean and Asia. Uniterra supports the development of inclusive market systems in order to address the root causes of market failure and to facilitate systemic
changes. To do so, Uniterra works in specific product and service sub-sectors to in order to enable 5.6 million women and youth from poor and marginalized communities to improve their economic and social well-being. Uniterra prioritizes local ownership of results through working in partnership with strategically placed local partners to improve the quality and relevance of services, and facilitate access to economic opportunities for women and youth.

To support the above objective the we are looking for the suitable candidate to fill in the post of Senior Finance Analyst.


  • Under the direct oversight of Country Director, the Senior Finance Analyst will have overall responsibility for the financial & personnel administration. 
  • He/She is expected to provide high professional expertise in the conduct of Financial & Administration affairs relating to the UNITERRA Project . 
  • She/He will be required to perform a wide spectrum of tasks including: support to director of operation in two key respects as may be necessary - office administration and personnel administration. 
  • In addition to above the financial administration will include: hands on financial accounting of all transactions, financial analysis to offer business advice, management of donor funds in a prudent manner and financial monitoring, reporting to FRI Canada and key donors, as well as supporting local and international audits. 
  • In addition, the position will be responsible to collaborate, as necessary, with WUSC Country Director, in areas of improvement of financial management, under the oversight of WUSC Comptroller. 

Specific responsibilities include:
. Prepare yearly and monthly Financial reports in coordination with the Project Director in a timely manner; prepare actual vs. projected monthly and yearly costs to assist COP in
developing appropriate budget strategies;
. Responsible for controlling costs and keeping the project within binding agreement
budgeted limits;
. Responsible for assisting in the development of and implementing Human Resources
Manual and Financial policies with FRI Tanzania team.
. Ensure that financial and cash management systems are in place and adhered to, and
that internal audits indicate compliance;
. Manage the bank accounts, ensuring that proper documentation is sent and received
from the bank(s); maintain proper and correct accounting and physical assets inventory
. Monitor procurement activities to ensure that they are in line with the project and US
government regulations;
. Provide oversight to the work of the Accounts Assistant regarding petty cash, writing
checks, support documentation, and preparing vouchers for payments;
. Enter cash payments and cash receivables into the UNITERRA Project accounting system
and liaise with the home office when needed to ensure proper entries and corrections
are made;
. Review all budgetary issues with project staff and as appropriate with the donor agency;
. Develop and maintain systems to insure open and transparent communications with all
. Prepare and submit various financial reports as required by the Partner Agreement;
responsible for all program and financial reporting;
. Prepare and deliver orientation sessions to staff to explain administrative and financial
policies and procedures and schedule no less than semi-annual refresher sessions along
with periodic MEMOS up- dating staff on issues or concerns that need to be addressed;
responsible for ensuring compliance by all staff;
. Disclosing discrepancies to UNITERRA project Director in a timely manner in expense
documentation and/or conflicts of interest as they arise with staff;
. Lead training exercises for staff to ensure policies are complied with;
. Prepare and submit various financial reports as required by the contract in collaboration
with the Project Director and home office Project Team;
. Ensure that all FRI policies and procedures are followed, and comply with periodic FRI
reporting requirements;
. Ensure FULL COMPLIANCE on all Donor regulations/standards on travel, personnel,
procurement, financial administration, etc. are adhered to;
. To liaise with External Auditor for annual Project audit and respond to audit observations
. Check on accuracy and completeness of staff monthly payroll information including
compliance with statutory regulations
. Reviewing bid analysis for procurement of goods and services
. All other duties as assigned by the COP or headquarters office.

This Finance and Awards Specialist is responsible for overseeing management of financial administrative functions including accounting and finance, budgeting and reporting, and contracts. The incumbent will be responsible for the integration of the financial management and reporting of the SRs and country PMU in compliance with STC and GF financial policies. S/he will provide day-to-day financial technical assistance to the COP with the administration of the GF grant. ideally as a branch or product manager at a Microfinance Institution (MFI).

Headquarters in Washington, DC with 1400 international staff working across 21 country offices, Africare is the largest non-governmental organization working exclusively in Africa. Since 1970 Africare has provided more than $ 1 billion in direct aid to Africa for agriculture and food security, health and water and sanitation program and projects.

Africare is searching for a qualified person to fill the position of Director of Finance for a USAID funded nutrition program under Feed the Future. The position will report to the Chief of Party on the implementation of the program. The Director of Finance will oversee all the financial issues and advice the CoP accordingly.

Key Responsibilities
1.0 Program Funds Management 
1.1 In coordination with Chief of Party, prepare Quarterly Funds Requests (to be submitted to CO), ensuring that the minimum amount of funds are available in-country to fully implement projects and meet all Africare’s financial engagements in timely manner.
1.2 Prepare periodic cash flow projections for the project as required by Africare CO.
1.3 Maintain financial and accounting systems and reporting as guided by the rules and regulations of USAID and Africare.
1.4 Review all invoices and payments to ascertain compliance with Africare procedures including availability of funds before seeking COP and Country Director approval.
1.5 Perform periodic reviews and certify the General Ledger, cash book, Trial balance and other pertinent reports generated in Financial accounting system by the 15th of every month in time for monthly batch dispatch to CO.
1.6 Maintain Accounts Receivable (A/R) for all program staff and ensure settlement of all cash advances within specified timeframe as per financial manual.
1.7 Prepare financial reports as per donor requirements and timeline with in addition to Africare financial formats
2.0 Budgeting and Reporting
2.1 Develop project’s Annual Operating budgets as per donor agreement and Africare guidelines.
2.2 Develop and maintain budgetary controls of expenses, in consultation with Chief of Party and Program staff.
2.3 Prepare donor billings and financial reports and submit to  donors within the agreed schedules.

3.0 Grants Management and facilitation of Audits
3.1 Oversee the facilitation and management of the sub-grant making process through Grants Manager as per Africare Grants manual, in tandem with donors’ rules and regulations on financial management. 
3.2 Prepare and  facilitate external audits as appropriate in consultation with donor requirements

4.0 General Administration
4.1 Ensure that adequate internal controls and procedures are in place, understood and adhered to.
4.2 Remain up-to-date on Government of Tanzania and Government of United States financial management and reporting requirements. 
4.3 Oversee the maintenance of an assets register.
4.4 Supervises and coordinate the work and assignments performed by the field staff including allocation and/or review of duties as appropriate from time to time.

5.0 Procurement of Goods and Services
5.1 Work closely with project’s Procurement/Logistics office to ensure procedures are complied with as specified in Africare procurement policy for goods and services.
5.2 Maintain service agreements with Africare contractors/providers of goods and services.

6.0 Representation
6.1 As a member of the Project’s senior management team, maintain good relations with Africare stakeholders including Donors, Government, collaborating partners and communities, adequately espousing Africare principles at all times. 
Observe the functions of the positions as one of the “key personnel” listed in the donor grants agreements
Qualification and competencies:
· A degree or postgraduate qualification in accounting and finance.
· CPA holder
· Experience in managing USAID funded projects is a MUST

Skills and experience
· Minimum of 5 years experience as a Senior Accountant or Finance manager preferably in the international donors.
· Experience with the NGO sector as well as handling a diverse portfolio of funds from International donors.
· Conversant with computerized accounting packages including data presentation, Excel,QUICKBOOK and MS Word.
· Proven strong analytical and problem solving capabilities.
· Must have excellent coordination, organizational and inter – personal skills.
