Job Title: Human Resource Officer - 1 Post

Reporting to: Human Resources and Administration Manager
Location: Dar es Salaam

Job Purpose:
The position involves addressing issues raised by the current employees. organizing and scheduling orientation program for new employees, coordinating HR functions such as recruitment, placement and professional development. Improving and reinforcing HR Policies, processes and practices, providing support to technical teams as assigned by the HR and Admin Manager

Duties and Responsibilities:
• Responsible for organization and coordination of capacity building activities in the organization
• Conduct orientation program for new employees
• Compilation of training needs (TN's) for all employees, work together with staff's supervisor or program teams to develop capacity building strategies
• Support supervisors (Line Managers) in the process of ensuring talents are identified and managed
• Inform the Benefit and Compensation Coordinator on information regarding new employees and status change in Payroll
• Address employees' queries/questions in relation to Payroll matter and escalate
• Manager all types of Leave and provide report on monthly bases
• Assist HR and Admin Manager on managing health insurance benefit for employees. Provide information to Health Insurance Provider on new and exit employees
• Provide HR and Administration support to the departments
• Custodian of HR & Admin records for both staff and office
• Perform and report on any other work related duties as assigned by your immediate supervisor/CR or his/her designate

Academic and Professional Qualifications
• Degree in Human Resources, Business Administration or Social Sciences
• 3 Years' experience in HR management with reputable organization
• Excellent interpersonal and communication skills
• Experience in HRIS and or IT will be an added advantage
• Excellent oral and written communication skills in both English and Swahili

ROLE PURPOSE:
To support in the fulfillment of operational Human Resources and Administration requirements for Aga Khan Foundation – Mtwara Office and implement laid down staff HR policies and practices.

SCOPE OF ROLE:
Reports to: Program Director – Mtwara.

Dimensions:
The Aga Khan Foundation (AKF) is a private, non-denominational, international development agency promoting creative and effective solutions to selected problems that impede social and economic development in parts of Africa and Asia. In Kenya, AKF is managing a robust and expanding portfolio of multi-sectorial initiatives that includes programmes in livelihoods, education, early childhood development, health, nutrition and civil society strengthening Staff directly reporting to this post. None

KEY AREAS OF ACCOUNTABILITY:

  • Recruitment, On-boarding and Staff Exit
  • Conduct reference checks on new employees and consultants.
  • Prepare employment contracts upon appointment of staff and maintain an effective contract planning mechanism, ensuring staffs are issued with probation confirmations as and when they fall due.
  • Conduct field level Recruitments and report the same to the Country Human Resources Manager.
  • Ensure that all staff conducts exit interviews and duly clear with Aga Khan Foundation – Tanzania (AKF – T). Follow up on staff final dues ensuring that they are paid in the shortest time possible.
  • Facilitate and oversee the induction of all staff engaging with AKF – T as per the Induction guidelines.
  • Follow up to ensure that Induction plans and processes for all on boarding staff occur and documents filed in the employees’ files.
  • Human Resources Records Management & Reporting
  • Keep an up to date filing system that is compliant for ease of retrieval, reference and reporting: Personnel, Medical, Insurance and Recruitment files etc.
  • Responsible for monitoring Area Office staffs leave status ensuring regular updating of the leave database and monthly status reports sent out to staff.
  • Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
  • Responsible for updating and maintaining Area Office staff lists and organizational charts.
  • Ensure line managers are informed of when employees’ contracts are due for renewal/expiry, and issue staff notices or renewals as appropriate in a timely manner.
  • Management of Human Resources Information Management System
  • Ensure the HRMIS system is appropriately, updated and utilised in a timely and accurate manner. This includes setting up new starters, terminating leavers, amending personal details, updating contract information, inputting performance ratings, training information and absence
  • Be the point of contact for all Area Office HR MIS users regarding system issues, queries and enhancements
  • Maintain confidentiality in respect of all staff records whether manual or computer maintained and ensure that all records are held securely
  • Liaising with the IT Department for technical support and updates regarding the HR MIS Training
  • With the support of the Country HR Manager, proactively assess the skills and knowledge of staff in Area Office and determine appropriate training required to grow and retain these skills.
  • Designing training and development programmes, in consultation with line managers, based on both the organization’s and the individual’s needs.
  • Monitoring and reviewing the progress of trainees through questionnaires and discussions with manager.
  • With support from the Country HR Manager the delivery of training and development programmes within the Area Office.
  • Assisting the Country HR Manager in producing training materials and delivering in-house courses.
  • Liaise with Country HR Manager, Line Managers and Program Director, develop training & development plans


QUALIFICATIONS AND EXPERIENCE

  • A Degree in Human Resources Management or Social Sciences from a recognized University.
  • Higher Diploma qualification in Human Resources Management shall be an added advantage.
  • Minimum three years’ experience in a similar role. NGO Experience will be an added advantage
  • Sound knowledge and hands on experience of the implementation of generalist HR functions.
  • Demonstrates a strong drive and commitment to achieve agreed objectives
  • Strong knowledge and understanding of current Tanzania employment legislation
  • Excellent interpersonal skills with the ability to maintain confidentiality
  • Proficiency in working with computers particularly spread sheets and word processing

Job Position: People and Culture Officer (Administration and Documentation) 
Employer: World Vision Tanzania

Purpose of the position:
To provide high-quality support to the People and Culture (P&C) division and its team which ensures effective and efficient running of the Division’s office operations.

Roles and Responsibilities:
Administrative and logistics Support:
  • Manage the Human Resource filing, storage and security of documents and correspondences (i.e. P&C Division general files and personnel files) and ensure all documents are properly kept.
  • Attend to all division correspondences / letters (i.e. relocations, acting appointment, disciplinary notification, terminations notification, visa introduction letter and other correspondences) as per guided by the P&C Director or Manager or Coordinator.
  • Prepare P&C Division related certificates (i.e. certificate of services, performance management certificates, length of service awards etc.)
  • Circulate confidential P&C Division documentation with respective and relevant divisions.
  • Regularly scan P&C documents and send to the respective zones/departments as requested.
  • Attend to general incoming and outgoing e-mails of the P&C Division.
  • Facilitate and coordinate workshops, meetings and other related logistics
  • Handle and attend to visitors of the P&C Division (Help Desk) and direct them to the relevant P&C staff when required.
  • Follow up P&C Division payment sent to accounts in the Finance Division.
  • Management of Existing WVT P&C process and systems
  • Administer and monitor WVT People and Culture Information System (PCIS) / Our People to help ensure 100% accuracy for all WVT staff data including maintain a database for WVT interns, volunteers and temporary staff.
  • Update staff contracts, position changes and staff transfers to the different WVT areas of operation as per approved guidelines and ensure effective information flow to the ADPs and project sites.

P&C Division Office Facilities and Utility management:
  • Ensure P&C Division office facilities are in good order and well maintained.
  • Raise requests for all P&C Division office supplies on time, to make follow up on the purchases and ensure that the supplies are provided for the required purpose.
  • Oversee the cleaning within the division and ensure that the office premises are cleaned and maintained on time. Will also supervise cleaners attached to the Division from the cleaning company.
  • Maintain and update regularly the P&C Division asset register.
  • Maintain stock records for the P&C Division office supplies.
  • WVT International staff, Learning/Global Center staff support
  • Facilitate and support with all WVT international staff’s work permits, visas, and business visa or business passes processing as required or requested by the P&C Director or P&C Coordinator.
  • Support WVT international staff with P&C related matters as requested by the P&C Director.
  • Facilitation and follow up and filling of P&C related annual forms
  • Facilitate and Coordinate WVT staff signing of various annual forms and ensure they are kept in the HR files (i.e. Child protection forms, self-disclosure, etc.)
  • Facilitation and follow up of WVT new hires, continuing staff and exiting staff P&C Documentation.
  • Opening New Hire Personnel Files and ensure all documentation is available in accordance to the HR file checklist.
  • Prepare WVT Staff ID’s within the first week of joining WVT
  • Follow up and prepare employee contract renewal documentation as well as contracts for new hires.
  • Work with recruitment and Staffing Specialist to provide any needed support with orientation of new hires.

Support the People and Culture team members (P&C Coordinator/Manager, P&C Specialist - Grants, Senior Legal Officer and the Senior P&C Officers:
  • Support in facilitating interview logistics
  • Support in P&C Administration
  • Support / Act in other P&C officers positions when they are absent
Acting Staff Management:
  • Prepare acting letters.
  • Compile acting sheet on monthly basis.
  • Produce acting report on monthly basis.
  • Weekly and Monthly Reports.
  • Prepare key weekly / Monthly reports.
  • Support and facilitate timely collection/review of P&C Division performance reports for compiling the divisional monthly, quarterly, semi- annual and annual reports.

Qualifications:
Education/Knowledge/Technical Skills and Experience:
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required:
  • Degree in Human Resource Management, Public Administration Management, Business Administration or related field from a recognized Tanzanian University.
  • Experience: At least 3 years’ experience working in a medium to large private, public or non-government organization in an administration role. Experience should include dealing with the public and a variety of different stakeholders. Candidate should be able to demonstrate strong experience in developing and maintaining administrative processes and procedures to improve the efficiency of the organization.
  • Preferred: Candidates with formal training and relevant qualifications for the position will be favored. Candidates with experience in managing service contracts will be preferred.
  • Technical Skills & Abilities: Excellent computer skills including Word, Excel and PowerPoint skills. Excellent customer service and communication skills. Excellent command of Swahili and English – both written and verbal skills. Excellent organization and administration skills. Strong skills in expense management and accountability.
  • Ability to review several diverse reference sources, select and synthesize data into styled reports, briefs and presentations.

Other Competencies/Attributes:
  • Must be a committed Christian, able to stand above denominational diversities.
  • Must be able to provide spiritual leadership within but not limited to chapel and daily devotions;

Position Summary

Human Resource Manager


We are looking for a professional, loyal and knowledgeable Human Resource Manager with a minimum of 5 years work experience in a large organization in a leading position. Experience working in Agriculture or a factory environment will be an added advantage.

The position is Head of the HR Department of an Agricultural enterprise which is producing on several locations in the Arusha area.

A team of HR-managers is reporting to this position.

The candidate should have good communication skills, co-operating and co-ordinating skills.  He/She should be able to fully support and administer the Company’s strategy and goals and the respecting of its rules and regulations.

The candidate is expected to be experienced in:
·         General HR administration (including developing and implementing HR policies and procedures);

·         Supervising performance management system;
·         Termination procedures, mediation and arbitration;
