Job Title: Senior Finance Manager
Location: Dar es Salaam
Salary: TSH 55,177,989 plus 8% housing allowance

Length of Contract: 2 year contract (subject to successful probationary period of 6 months)
Reports to: Country Director


This role will drive cross-unit performance management and accountability while leading on financial management, accounting and scenario planning – ensuring Restless Development is transparent, accountable, and able to mitigate risks as it moves forward.
This role will involve maintaining oversight of our income, cash flows, accounting, and financial practices across four offices in Tanzania (Iringa, Mbeya, Ruvuma and Dar Es Salaam). With the support of a talented team of finance staff you will work closely with the programmes directorate to ensure high quality operational and project budgets are developed, and managed. You will work closely with the Country Director and management team to maintain oversight on financial planning and decision making producing user friendly
management reports; and play an active role in fundraising and proposal development from the financial perspective.

Main Duties:
 Drive cross-unit performance management and accountability
 Ensure smooth implementation of new financial accounting software
 Leadership of all aspects of financial management, accounts and controls
 Produce monthly management accounts and variance analysis for decision making
 Prepare annual budget, cash requests, and quarterly re-forecasts
 Implement internal and external audit recommendations
 Prepare year end accounts and oversee external audits
 Prepare donor budgets and financial reports in line with contract requirements
 Ensure policies and procedures are upheld, review and updated annually
 Line manage a team of four across four offices
 Serve as a role model at all times, personally embodying Restless Development’s mission and values, whilst helping to ensure that Restless Development’s code of conduct, policies and standards are understood by all and adhered to in practice

Our area of focus is in Sexual Reproductive Health and Rights (SRHR), Livelihoods & Employment, Civic Participation and global issues such as climate change and emergency response.
ICS:

We are looking for a talented and passionate young people to volunteer in International Citizen Service (ICS) project. ICS is the leading global volunteering programme for young people who want to do voluntary development work in some of the under-served communities around the world. ICS brings together young people from different countries to fight poverty. Young volunteers from the Tanzania thus will be working alongside volunteers from UK. This role will contribute to growing the impact, effectiveness and credibility of delivering pre professional skills development to students at Institutes of Higher Learning (IHL), vocational training institutions and Secondary Schools while at the same time creating a global network between young people from Tanzania with their counterparts from the UK. You will be responsible in delivery of the project, be engaged and focused throughout the cycle of the project.

You will be a dynamic and a passionate individual, who is able to work in a cross cultural setting, is practical, solution-focussed and committed to delivering high standard programmes. 

Role Purpose
The dual objective of being an ICS volunteer with Restless Development is to actively contribute to the delivery of an ICS project, while also focussing on your own personal and professional development.

Core Responsibilities
Pre-placement Preparation:

  1. Attend pre placement training
  2. Carefully read the Volunteer Handbook and carry out all necessary tasks listed
  3. Initial research into Country Programme to further prepare for placement phase
  4. Commit to Restless Development code of conduct for the duration of the placement
Programme Planning and Facilitation:

  1. Along with team leaders and other general volunteers, participate in the preparation of team plans to be filled in team planning tool
  2. Actively participate in weekly and monthly plans for team activities
  3. Prepare session plans to be delivered in the Higher Learning Institutions
  4. Ensuring positive communication and partnership with Higher Learning Institutions
  5. Participate in preparation and running the careers fair event


Monitoring and Evaluation:

  1. Document your activities using the tools provided
  2. Full participation in preparing team planning tool
  3. Collate evidence of impact from young people in communities
  4. Input into the write up of a team debrief, with input from other volunteer team including identifying gaps, lessons learnt and recommendations

Action at Home:

  1. Attend a debrief and planning for Action at Home
  2. Complete Action at Home, no later than 6 months after placement
  3. Complete the Action at Home evaluation form and return to Restless Development staff


Personal Specification

  • Must be between 18 and 25 years old
  • A passion for the role of young people in international development
  • A belief in the values of Restless Development
  • A full commitment to the three stages of ICS (pre-placement preparation, placement and Action at Home)
  • Self-motivated with the ability to work flexibly and on own initiative
  • Sensitive to the needs of others and committed to learning from an ICS placement

Essential Skills & Experience

  1. Strong communication and interpersonal skills

The Young Reporters Network (YRN) falls under the Mabinti Tushike Hatamu (MTH) project delivered in partnership with UNICEF and TACAIDS, and implemented in Mbeya, Iringa and Temeke. MTH aims to test, evaluate and share strategies for reducing the vulnerability of adolescent out-of-school females aged 10-19 to HIV and AIDS, pregnancy and violence. YRN thus complements the MTH initiative by supporting girls to gain access to media and voice their opinions on issues affecting their rights, and to contribute to the empowerment of children and young people in Tanzania.

About the role:
Working alongside the MTH project teams, you will oversee implementation of YRN initiatives in Mbeya, which will focus on teaching new skills in radio reporting, writing, editing and production of children’s programmes and mediated radio products; provide young girl reporters with basic journalism skills; and increase active participation of children and young people in the production of children’s programmes in the districts. You will also provide support to build the capacity of young girls to be advocates of their rights, report on child rights issues, and actively participate in the production of children’s radio programmes and products by synergizing the work of volunteers and out-of-school girls with whom we work. You will support MTH volunteers to mobilize children to identify issues affecting them, and gather information and stories for broadcasting on community radio stations; Nuru FM (Iringa) and Generation FM (Mbeya)

You will be a highly creative individual with a passion for working with vulnerable women and girls. You will have a background in media work, and training and coaching marginalized groups as activists. We strongly encourage young women, engendered young men, and ex-volunteers to apply.

We are working in partnership with the With and For Girls Collective.The With and For Girls Collective is made up of eight funders – EMpower, Mama Cash, NoVo Foundation, Plan UK, The Global Fund for Children, Nike Foundation, The Malala Fund and Stars Foundation – who are working together to create a global funding initiative that will identify and support strong local organisations working with and for adolescent girls (aged 10-19).

· Attend a 1-day preparation workshop- this workshop will tell you more about the initiative and teach you some useful techniques to use when interviewing people.
· 3 days of interviews -there are 10 organisations to be interviewed. This will be done over three days with a decision being made on the final day.
· Where possible, engage in a follow up activities, which may include, evaluation of the selection process, input on brand development, and the possibility of long-term engagement in progress reports.
· Where possible, supporting the promotion of the With and For Girls Collective and the work of its awardees including blogging and media engagement.  

Qualifications
A holder of the university degree  

Experience and skills 
· You will have experience of working on girls’rights and with grassroots organisations in your country.
· You will have an understanding of international girls’ rights issues.
· You will have experience of working with young people and also facilitating young people’s decision-making.
· You will have experience of selection processes or have served on interview panels.
· You will be a confident communicator and enjoy working in a team.
· You will like learning and analysing information and be able to respond to detailedinformation.
· You will need experience ofworking withor engaging in a civil society, human rights or development organisations.
· You will have good analytical skills,and the ability to distil diverse information sources.
· You will have strong communication skillsboth oral and written.
· You will have the time to committhe panel.
· You will have experienceof girls’ rightspromotion in different environments whetherin networks, with governments or digital andmainstream media.
 

Other information
In this role, you will be joined with 4 young female panellists and you will work together to interview a shortlist of 10 organisations.
