3 Job Opportunities at Kahama Shinyanga Water Supply and Sanitation Authority

Kahama Shinyanga Water Supply and Sanitation Authority (KASHWASA) is a fully autonomous Public Utility established in accordance with the Waterworks Act (Cap. 272), which has been repealed and replaced by the Water Supply and Sanitation Act, 2009. The Authority operates a Water Supply Scheme from the Lake Victoria and supplies bulk water to other Water Utilities in both urban and rural areas, as per Government Notice No. 45 of 23rd February 2007.

Currently, KASHWASA supplies bulk water to 5 Urban Water Supply and Sanitation Authorities, 65 Village Water Committees and one Mining Company. Meanwhile, the Government of the United Republic of Tanzania is implementing the Water Supply Extension Projectsfrom this scheme to Tabora Municipality, Nzega and Igunga Townships, various Villages and small towns of Kagongwa and Isaka.

KASHWASA wishes to recruit competent Tanzanians to fill the following vacant posts: –

Title of the Post: Head Procurement and Management Unit

Number of Posts: One (1)
Post Purpose: Efficiently and effectively manage all the Authority’s procurement, supplies and disposal matters in compliance to the relevant Acts, Regulations and Guidelines.
Reporting to: Managing Director
Supervises: Procurement Officer Supplies Officer
Duty Station: Head Office Shinyanga Municipality
Terms of Service: Four Years Contract

Qualification and Experience:

  • Holder of a degree/Advanced Diploma and Master Degree/ Postgraduate Diploma in Materials Management or its equivalent with Certified Procurement and Supplies Professional (CPSP) registered under approved/authorised category with working experience of at least seven (7) years working experience as a Procurement Officer in a reputable organisation in a senior position.

Main Duties and Responsibilities: –

  • Identifying materials requirement of the Authority and making timely procurement at minimum cost and with due regards to user specification.
  • Recommending to the heads of Department, standards and procedures for the acquisition, storage and issue of all materials and services required for the proper operations and maintenance of the Authority system.
  • Complying with the Authority’s tendering and ordering procedures for materials and service.
  • Preparing and complying with the Annual Procurement Plan of the Authority.
  • Ensuring conformity with the Public Procurement Act, Regulation and Guidelines.
  • Establishing, evaluating and maintaining reliable primary and secondary source of materials and take appropriate corrective action on any delayed items.
  • Monitoring all available information sources on market trends that may effect on prices or lead times and making recommendations for action to the management team.
  • Keeping informed of new materials and shipment techniques and communicate these to the user department/sections.
  • Reviewing policies pertaining to procurement and supplies matters.
  • Providing the timely advice to the Accounting Officer, Tender Board and user departments on all matters pertaining to procurement, supplies and disposal.
  • Preparing and timely submit to the Tender Board and Management monthly, quarterly and annual reports as appropriate.
  • Performing any other duties as may be assigned by the Managing Director. 

Records Management Assistant II Two (2) 

Title of the Post: Records Management Assistant II

Number of Posts: Two (2)
Purpose of Post: Responsible for all records management which includes but not limited to receiving, routing retrieval and proper
treatment and keeping of all records in the Authority
Reporting to: Administration Officer
Duty station: Head Office, Shinyanga Municipality
Terms of Service: Unspecified Period

Holder of a Diploma in Records Management from a recognised Institution and must be computer literate.

Summary of Duties and Responsibilities

  • Keeping all open/ confidential files.Filing properly all incoming documents.
  • Retrieving files/ documents and taking them to the requisitioning office.
  • Recording and dispatching all open outgoing mails.
  • Proper coding of documents.Ensuring proper keeping of records in the Authority.
  • Performing any other duties as may be assigned by Administration Officer.

Age Limit: Not above 45 years for all posts.

Job Opportunities at Shinyanga Urban Water Supply and Sanitation Authority (SHUWASA)

Shinyanga Urban Water Supply and Sanitation Authority (SHUWASA) is an Autonomous Utility which was established under section 3(I) of Cap. 272 of 1997 as reviewed by section 60 of Water supply and Sanitation Act No. 12 of 2009. SHUWASA is charged with the overall responsibility of operations and management of portable clean water supply and sanitation services in Shinyanga Urban areas within the Municipality.

SHUWASA performs its duties under the pilot and supervision of the Executive Board of Directors with functions and responsibilities well stipulated in the Water Works Ordinance and Memorandum of Understanding (MoU).

Shinyanga Urban Water Supply and Sanitation Authority (SHUWASA) is hereby advertising to the public the applications invitations from dynamic, energetic, dedicated, qualified, motivated, experienced and performance driven male and female Tanzanians to fill the following vacant Posts: -


The successful candidate will be reporting to the Zone Supervisor and will be responsible to all matters related to billing, leakage controlling and meter management.

Key Duties and Responsibilities

  • Taking reasonable steps in collecting and controlling all revenue to the Authority. 
  • Ensuring that the daily, weekly, monthly and annually collection targets are met. 
  •  Reporting customer’s water consumption trends as related to its surroundings 
  • Maintaining meter reading records according to standard procedures. 
  • Documentation of all water customers within the Zone. 
  • Perform any other duties related to the position as may be assigned by the supervisor. 


  • Form IV/VI Leaver/Diploma in Business Administration, with possession two years working experience in water sales operations and water meters managements. Possession of a Class A driving License will be an added advantage. 
  • Experience in meter Reading and Leakage Control. 
  • Age Limit - Not above 35 


The successful candidate will be reporting to planning and Construction Engineer and will be responsible to all matters related to Water network construction.

Key Duties and Responsibilities

  • Regularly updates the water network maps; 
  • Maintain and updates customers particular s (customer service line, Account number, meter location, and other related water infrastructure); 
  • Undertakes customer particular verification and mapping in accordance with the programs prepared by the Planning and Construction Engineer ; 
  • Carries out surveys and prepares drawings/sketches of existing and proposed water works; 
  • Undertakes the preparation of construction drawing for the water network developments and modernization in accordance with the programs prepared by the Planning and Construction Engineer;
  • Maintains up-to-date data and information on the water network; 


  • The holder of this position must have a Technician Certificate in Civil/Water Resources Engineering with relevant experience and good command of AutoCAD and GIS Tools. Three (3) years working experience in water production and distribution works. 
  • Candidate must have two years working experience in water and sewerage infrastructures.
  • Age Limit not above 40 years.

PLUMBERS (7 Posts)

The successful candidates will work in Technical Department under water supply section where s/he will be responsible for water distribution works.

Key Duties and Responsibilities

  • Documentation of all water customers within prescribed Zone. 
  • Repair of all water leakages as they occur. 
  • Finding out the causes of water loss and make necessary rectification. 
  • Ensuring that new customers get water connections as scheduled. 
  • Monitoring and reporting unauthorized water connections. 
  • Timely reporting of water distribution faults. 
  • Timely reporting of sewerage pipe faults to responsible officers 
  • Water disconnection for water debtors. 
  • Timely re connections of water to debtors who settle their bills. 
  • Timely attend to customer’s complaints regarding lack of water. 
  • Flushing regularly water distribution lines to remove stagnant water and other sediments.
  • Ensuring that water in the distribution system is not contaminated from customer service lines. 
  • Performing any other duties as may be assigned by the supervisor. 


  • Holder of Form IV/VI with Level III (Grade Test I) Certificate in Water Resources/ Sanitary/Civil Engineering from recognized Technical College. 
  • Receive and inspect all incoming materials and reconcile with purchase order, processes and distribute documentations with purchase order reports, discrepancies on order received. 
  • Issue items which require knowledge of specific areas of supply operation and good knowledge of stick characterized by susceptibility to toxicity, Fragility, rapid deterioration, ease damage 


The successful candidate will be reporting to the Lab Technician Supervisor and will be responsible to all matters related to Water Quality Management.

Key Duties and Responsibilities

  • Ensure efficient and effective management of water sources (Boreholes/Bulk Water and Dam) 
  • Ensure that reporting and information requirements of monitoring the performance of water sources and water chlorination targets are established and properly utilized 
  • Formulate long term plan and annual budget for water production and chlorination 
  • Regularly determine resources requirement for proper production for adequate quality water 
  • Monitors the cleaning and maintenance of the Dam, springs, boreholes and water tanks 
  • Proper record keeping of water production and chlorination 
  • Establishment of water dosing chemicals and dosing schedule 
  • Monitors water les in the water storage tanks 
  • Monitors the odour of theater 
  • Making sure that the water storage are free from pollution 
  • Making sure that only authorized persons are allowed in the water storage premises and pump house
  • Perform any other duties as may be assigned by the Laboratory Technician Supervisor. 


  • Holder of Form IV with FTC /Diploma in Laboratory from a Government recognise technical college. 
  • Candidate must have two years working experience in laboratory works in water and sewerage quality assessment.

World Vision: Gender and Advocacy Officer ( Shinyanga)

World Vision Tanzania (WVT) is seeking to recruit suitably qualified candidates to fill the following vacant positions; which are subject to successful grant award contract sign off:

Position: Gender and Advocacy Officer ( Shinyanga)

Purpose of the position:

  • To enhance World Vision Tanzania’s role in empowering communities to strengthen governance, policy and public engagement of MNCH through the Citizen Voice and Action ( CVA) Approach in ENRICH Project.
  • Observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others.

Roles and Responsibilities:

Guide project planning and development of Citizen Voice of Action (CVA) and Gender activities in ENRICH Project.

  • Take lead in training CVA team and implementing partners in CVA model.
  • Monitoring of progress and achievements of CVA implementation project.
  • To ensure that public policies on Health and Nutrition, procedures and mechanism are discussed and understood by communities through community sensitization and dialogue meetings.
  • Work with ADP staff during planning and budgeting for effective integration of CVA and Gender activities.
  • Facilitate dialogue to service users/ providers and local government on strengthening health system and improving Nutrition.

Mobilization of communities, local organizations and institutions to participate in Project implementation

  • Facilitate proper formation and or strengthening of CVA working teams in line with the National office working team guidelines.
  • Mobilize Citizen Voice and Action working groups, local government officials and institutions to monitor social services delivery on MNCH.
  • Conduct regular meetings with government on improving nutrition service delivery and evidenced based policy recommendations based on implementation research.
  • Mobilize services providers and users to ensure CVA Plan of Actions developed from community dialogues are implemented.

Build local to national level partnerships, networks and coalitions with civil society organizations and local government institutions.

  • Facilitate networking with government institutions and other development partners within the Project in planning and implementation of CVA and Gender activities.
  • Establish context specific platforms to engage and empower men as fathers/caregivers on nutrition issue.
  • Facilitate women and female youth to engage in nutrition related dialogue with government.
  • Engage community leaders in regular government meetings and advocacy.
  • To spearhead linkages of local to National advocacy engagements.

Monitoring and track progress of CVA project implementation.

  • Organize project level forum to assess progress of Project implementation of planned Gender and Advocacy activities.
  • Monitor progress of implementation of commitments made during community gatherings, and government meetings.
  • Organize review, reflection and learning forum for CVA teams, community, local organizations and government.
  • Document best practices, lesson learned and success stories on improved nutrition status and Maternal New Born and Child Health ( MNCH ).
  • Facilitate regular Working Group meetings and periodically report to the Gender and Advocacy Specialist.
  • Coordinate and facilitate all community groups responsible for gender equality and ensure social accountability processes at community level in Singida districts and Shinyanga districts.


  • Produce and share quality and timely reports to keep track of progress of planned activities within ENRICH area of operation.
  • Participate in writing timely and quality monthly, quarterly bi-annual and annual reports.


  • Education/Knowledge/Technical Skills and Experience
  • University degree in Social Science, Development Studies, Education or any relevant field.
  • At least three years’ experience working with communities in a development.
  • Must possess experience in advocacy trends at local, national and international level
  • Ability to research new national and international advocacy and sustainable development trends
  • Must be highly reliable and independent.
  • Ability to work with minimal supervision.
  • At least 3 years’ experience of practicing of advocacy, networking and influence.

Other Competencies/Attributes:

  • Computer literate.
  • Must have good Facilitation and analytical skills.
  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate/lead in daily devotions and weekly Chapel services.
  • Perform other duties as required.

Working Environment / Conditions:

  • Work environment: Field based with frequent travel
  • Travel: 50% Domestic travel is required.
