Senior Procurement & Supplies Officer Grade I


Tanzania Coffee Board which is a government body established by the Tanzania Coffee Industry Act. No. 23 of 2001 and miscellaneous Amendments Act of 2009, is hereby inviting applications from suitably qualified and experienced, dynamic and motivated Tanzanian citizens to immediately fill vacant positions currently existing in the Board.

JOB TITLE: Senior Procurement & Supplies Officer Grade I
Responsible to: Director General

Distinct areas of expertise and experience:
  • Holder of first Degree or Advanced Diploma in Procurement and Logistics
  • Management from institutions recognized by the Government, CPSP certificate and
  • must be registered by PSPTB as a Certified Procurement and Supplies
  • Professional with at least seven (7) years relevant working experience from a
  • reputable organization.
Duties and Responsibilities:
- To prepare technical specifications for request for proposals, including terms,
conditions and evaluation criteria.
- To prepare and develop bid documents for competitive quotations from suppliers.
- To promote the procurement section as an effective resource for addressing supply management issues.
- Responsible for the development and administration of contracts awarded to
various suppliers.
- To coordinate and resolve problems with end user departments and suppliers.
- Responsible for the implementation of sound procurement procedures and control
systems as per the Public Procurement Regulatory Authority (PPRA) Act and its
rules.
- Ensuring that the Board adheres to the directives of the PPRA Act in its
procurement activities.
- To conduct research on the most reliable and cost efficient supply sources
- To serve as a Secretary to the Board’s Tender Board
- To prepare regular reports regarding the procurement of the Board’s materials
- To maintain details of stores records and equipment
- To coordinate perpetual stock taking
- To prepare materials requirements budget for the Board
- Performs any other duties as may be assigned by Supervisor

The successful candidate will be offered remunerations commensurate with the TCB’s remuneration schemes.

Position Summary:
The PO is responsible for all purchasing functions, including evaluating and qualifying suppliers/vendors, placing and tracking orders, ensuring timely and accurate delivery of goods, soliciting and analyzing quotes, and ensuring high quality and value for money in organizational procurements.

  • Coordinate and facilitate the procurement process in liaison with respective departments.

  • Meet Senior Management information needs, including preparation of monthly, quarterly and annual reports.
  • Carry out any other duties that may be assigned.


QUALIFICATIONS:

  • Minimum of a Bachelor’s Degree in Business Administration or other related degree
  • Professional Qualifications, i.e. CIPS and 3 years related experience in purchasing and logistics management preferred.
  • Should be registered as a Procurement and Supplies Professional and Technician
  • Experience in bio-medical procurement is an added advantage
  • Excellent oral and written communication skills in both English and Kiswahili
  • Knowledge of purchasing procedures and supplies/stock management.
  • Strong computer skills, including word processing and spreadsheet programs
  • Ability to make judgment and decisions in accordance with the established policies and procedures, with the highest level of accuracy and integrity.

Qualifications and Working Experience

  • Holder of Masters Degree in Materials Management or Procurement and Supplies Management or Procurement and Logistics Management or Supply Chain Management.
  • He or she must have been Certified as Supplies Professional (CSP) or Certified as Procurement and Supplies Professional (CPSP). The Candidate must be registered by the PSPTB/NBMM as authorized procurement/supplies officer.
