Objectives:
To ensure business growth and profitability within the region, through proper management and coordination by building up strategies for market penetration and suitable coordination of technical, support and commercial teams operations and resources.

Key Responsibilities:
1. To implement Network and Commercial Business Strategies, Policies, Operational plans and support performance targets assigned in line with TTCL’s corporate business objective at the region level. 
2. To direct efforts and initiatives that support the achievement of the Region’s revenue by increasing market share and increase of customer base to enance business profitability targets. 
3. Ensures effective and efficient management of company resources allocated to the region. 
4. To build and maintain Customer Relationship Management (CRM) programs and policies for customer satisfaction. 
5. To develop and implement customer retention strategies in order to ensure business growth. 
6. Ensures strong coordination of technical, support and commecial operations that promotes TTCL’s strong corporate image in the region. 
7. To monitor and report on the daily, weekly, monthly and quartely regional performance and reports to the HBU and advise accordingly. 8. Provide leadership to the section by demonstrating the corporate values taking accountability for the actions and results of self and others in the section, being a champion of positive change and continuously working to improve all aspects of the operations of the region and Company at large. 
9. Provide inputs as required to TTCL’s corporate planning processes and developing sectional objectives and functional plans that support the achievement of TTCL’s corporate objectives and the TTCL Strategic Business Plan. 
10. Accountable for the development of employees and ensuring the section has the skills and resources necessary to accomplish sectional objectives 
11. Accountable for performance management of employees including setting objectives, regular feedback on performance and coaching and mentoring to improve performance and maximize employee job satisfaction. 
12. Accountable for developing section budget within the framework of the corporate budget and monitoring and controlling sectional expenditures to meet the budget and maximize the effective use of TTCL’s financial resources. 
13. Implements and exercise delegated authority and any other instructions and directives as may be issued by the management from time to time. 14. Any other duties as may be assigned by respective controlling officer.


Key Qualifications / Experience / Skills:
A university degree in Business Administration/Management-related field or Telecommucations Engineering and or General Science. A post-graduate degree would be an added advantage. 
Five (5) years experience in a commercially driven environment, 2 or 3 of which in supervisory level with accountability for business growth and recent management experience in the telecom industry. 
Sound business management experience in the designated region would be an added advantage with knowledge and skills in the areas of sales, distribution, financial and resources management. 
Business management Computer literacy. 
• Customer focused and team building ability. 
Excellent interpersonal and communication skills along with the ability to develop and sustain effective team work. 
• Self motivated ability to meet multiple deadlines.

Achievement of finance services in the region in respect of Cash Management and Expenditure Accounting in relation to TTCLs’ financial policies and regulations.

Key Responsibilities:
1. Administer all payments made in the region and ensure that all expenditure is properly authorized, correctly allocated and within approved budget forecast.
2. Conduct daily cash accounting reports and cash balances and ensure the same is timely submitted to the respective authority.
3. Facilitate management of petty cash imprest system including compilation and timely submission to HQ and monthly cash forecast requisitions supported with previous month expense report.
4. Ensure daily reconciliation is conducted in terms of CCBS/SOBS operations, card stock (physical) against sales, bank reconciliation against receipt, Financial reports and ensure proper follow up on outstanding items for early clearance and report the same to the higher authority.
5. Ensure Effective and efficient management and maintenance of regional assets/inventories.
6. Conduct inspection of daily cash collection, accounting and banking in district centers then advise and report the irregularities thereof.
7. To prepare and timely submit the accurate daily, weekly, monthly, quarterly and yearly finance performance records, keep them as required, advice accordingly and ensure are managed properly.
8. Prepare and submit inputs for the overall regional operational budget and ensure all operational expenditures are within the approved budget.

Key Qualifications / Experience / Skills:
Advanced Diploma in Accountancy or Recognized accounting qualifications.
Registered with NBAA.
Two (2) years working experience with strong orientation on financial reporting and budget control that may prove aggressiveness to financial matters.

1. To identify customer needs and ensure that demand forecast is done properly with the view to develop realistic sales plans, revenue projections and rollout plans.

3. To build and sustain effective interfaces and work relations with the Government, licensed telecommunication operators and other key stakeholders of the National ICT Backbone.
4. To ensure that customers’ information are protected and kept with high level of confidentiality and are not divulged to third parties so as to maintain customers’ confidence and trust in the manner and operations of National ICT Backbone
5. To prepare periodic National ICT Backbone performance reports in order to keep TTCL’ Senior Management informed of key successes and challenges encountered for remedial actions and or decision going forward.
6. To manage, handle and ensure that all matters relating to orders and service provisioning, bills payments, billing disputes resolution and faults clearance are timely attended to.
7. To constantly liaise with Business Centers across the company in order to guide, facilitate and support them to provide timely and excellent services to the National ICT Backbone customers in their respective centers.

FINANCIAL ACCOUNTANT

Summary
To manage the coordinated system of controls over cash receipts and disbursements in the regions and the company’s financial accounting processes to statutory and management reporting requirements. Ensure that complete and accurate financial information is received and timely posted in the systems on daily basis.


Reports To:- Finance Manager

Duties
1. Responsible to ensure that all daily cash reports (Control Forms No.1, 2,3,4) are received from the regions and posted into the General Ledger by the Regional Financial Controllers in time.
2. To manage the regional finances and advice the Assistant Regional Manager Support on all matters relating to regions financial issues.
3. To maintain register (check list) for all daily cash reports, cash accounting, bank reconciliation statements and any other reports required for preparation of management or statutory accounts. Advice the Assistant Regional Manager Support for corrective measures where there are notable delays.
4. To receive and maintain accurate and up-to-date regional bank reconciliation statements and Bank certificates balances. Liase with Assistant Regional Manager Support to clear all long outstanding items in the bank reconciliation statements. Also, ensure that these reports are submitted to the headquarters within seven working days following the period end.
5. Manage cash on hand and petty cash floats granted to Regional Managers and ensure that cash count certificates duly approved by the Assistant Regional Manager Support are done on monthly basis.
6. Undertake daily reconciliation of cash receipts from the billing system against the General Ledger in collaboration with the Revenue Accountant.
7. To coordinate with all stake holders to ensure that the monthly Trial Balance is prepared in time.
8. To collect, check and summarize all reports required for statutory accounts and external auditing purposes from Assistant Regional Manager Support. These reports include bank certificates; cash count certificates, phone cards report, remittance report, annual stocktaking report, physical verification of fixed assets, accrued expenses, confirmations etc.
9. To write up monthly reconciliation statement for all regional balance sheet account codes.
10. To provide training to the immediate subordinate to take over responsibility during his/her absence
11. To perform any other duties as directed by the Finance Manager.

Qualifications
A Degree /Advanced Diploma qualification in commerce or Business Administration majoring in Accounting or Finance.
• Certified Public Accountant (CPA-T) or its equivalent, and registered with NBAA.
Minimum 3 years experience in Finance at a senior Level in large organization.
 • Excellent interpersonal and communication skills, along with ability to develop and sustain effective teamwork
Computer knowledge in Microsoft Applications and SunSystems Accounting Software package.

4. To maintain good working relations with the staff of TRA to ensure that any discrepancies or misunderstandings are minimized to the benefit of the company.
5. Maintain subsidiary records of tax categories and return in order to ensure are fully reconciled on monthly basis against the general ledger.
6. Ensure all tax discrepancies and or misunderstandings are investigated and cleared timely
7. Monitor and report on the activities and overall performance of the section and ensure compliance with financial procedures or policies.
8. Train subordinate staff in his/her section.
9. To supervise subordinate staff in accordance with the company’s rules and regulations.
10. To ensure that the tax liability is accurately and timely reported in the general ledger.
11. To perform any other duty related with finance and accounting as may be assigned by Finance Manager .

REVENUE ACCOUNTANT

Summary
To have Effective and efficient management of the Company revenue and receivables accounting system for all services offered by TTCL.
Reports To:- Finance Manager

Duties  
1. Maintaining complete and time records of the company s revenue from different source –billing system, IN platform, international services revenue, interconnect revenue, and from any source and miscellaneous revenue on the monthly basis.
2. Carry out monthly reconciliation between the prime records and respective accounts receivable balances in the general ledger, and ensure that all reconciling items are adjust appropriately.
3. Liaise with commercial group to ensure that customer account balances are accurate, complete and timely reconciled and communicated to respective customer on the a monthly basis.
4. Carry out an age analysis of accounts receivables invoices and properly communicate to respective operational manager {commercial}of all that debts doubtful of recovery. In addition, ensure adequacy of provisions for bad and doubtful debts for accounting and reporting purposes.
5. Ensure timely processing of finance generated invoices.
6. Ensure interconnect reconciliations are complete timely and signed off by both TTCL commercial authorized officer /finance {as appropriate} and respective mobile /international administrator.
7. Liaise with Treasure Manager prompt payment of amount due to international administrator and mobile operators to avoid service disruptions.
8. Ensure proper and accirate disclosure of revenue and accounts receivable in the financial statement as required by International Financial Reporting Standards {IFRS}.
9. Effective staff management to ensure achievement of pre-agreed objectives.
10. Promote and adhere to the principal of teamwork by participating, sharing responsibility, entangling in open communication, providing mutual support and cooperation with other TTCL staffs.
11. Ensure application of TTCLs Code of Business Conduct in carrying out his b/ her duties.
12. Ensure that proper procedures and control are developed and maintained to provide accurate, complete and timely recording of transaction of the company.
13. Perform any other business tasks as directed by the Finance Manager or other senior official of the Company.

Qualifications
A Bachelor Degree or equivalent qualification recognized by the National Board of Accountants and Auditors {NBAA}.
At least {2} years experience in finance activities.
Proficiency in SUN system accounting package and billing system would be an advantage.

1. To ensure TTCL fully complies with the National ICT Backbone management and operations obligations as outlined in the signed Memorandum of Understanding with the Government 
2. To ensure actual customers’ needs and future demand forecasts are established with the view to properly plan capacity requirements, draw sales targets and revenue projections.
3. To ensure strategies for acquisition and retention of the National ICT Backbone customers are developed and implemented with the view to maximize the backbone’s capacity utilization and meet the revenue targets as per the signed Memorandum of Understanding
4. To ensure sales plans and strategies to market the National ICT capacity are developed, disseminated and timely implemented in line with the Government’s interests and other stakeholders’ expectations.
5. To ensure capacity utilization and service level agreements signed with National ICT Backbone customers and other stakeholders are adhered to and properly kept. 
6. To ensure distribution channels for the National ICT Backbone usage are established, operationalize and communicated to all stakeholders.
7. To ensure the National ICT customers are timely and accurately billed and the bills are settled as per the agreed terms prescribed in the Capacity Reference Offer.
8. To ensure the National ICT investment and operational costs across the company in terms of materials and human capital are tracked down properly and recorded as per established terms and guidelines for Accounts Separation. 
9. To build and sustain good relationships with the National ICT Backbone customers and ensure their business issues including faults clearance and billing disputes are timely resolved
10. To ensure existence of performance capabilities within the department and employees are actively involved in continuous learning and development to enable National ICT department meet the current and anticipated human resources performance requirements.
11. To timely report to the Senior Management Team and or the Government the high level National ICT Backbone issues and information that need to be reported to the Government and other stakeholder for attention and or decision. 
12. To practice transparency and sound business culture that fosters TTCL’s corporate values, accountability, and good governance at all levels of National ICT operations.
13. To provide National ICT Backbone inputs worth to be incorporated in TTCL’s corporate planning processes and develop departmental functional plans that support realization of National ICT overall objectives.
14. To be accountable for the performance of employees under the department including setting performance objectives, targets, conducting regular performance reviews and feedbacks, and mentoring to maximize employees’ job satisfaction.
15. To monitor and control costs and expenses and ensure efficient utilization, management and security of resources under the National ICT Backbone department.
16. To implement and exercise delegated authorities and any other instructions and directives as may be issued by Executive Management from time to time.

Qualifications
• A University degree in Sales/Marketing/Business Administration/Telecommunication Engineering/Information Technology or equivalent qualifications from a recognized institution. Post graduate qualifications will be an added advantage
• At least 5 years experience in a senior position in the telecommunication sector.
• Excellent interpersonal, communication, analytical and negotiation skills with clear understanding of the telecom industry especially traffic and sales management.
• Business acumen with the ability to focus on results and provide innovative ideas and solutions• Ability to guide , interface and provide direction to a number of stakeholders
• A strong orientation towards results, with a proven record of performance.
• Ability to develop, motivate and sustain effective team work

POST: ENGINEER – BROADBAND OPERATIONS

Summary
To ensure world class operation, administration and maintenance of core Next Generation Network (NGN) systems including improvement on Broadband network operations and provide support IP NOC performance.

Reports To:- Engineering Supervisor – Broadband Operations

Duties  
1. Design, implement, test and commission broadband network solutions in cooperation with other network operation teams and customers.

2. In collaborations with commercial teams, validate work orders and requirements for broadband customers.

3. Manage customer networks and services to meet quality standards and resolve problems within SLA timeframes.

4. Pro-actively, escalate and follow ups, with appropriate departments in order to resolve technical issues which may impact and or lead to timely delivery of quality of services.

5. Frequently, perform routine and preventive maintenance on Broadband Systems in accordance with engineering instructions, standards and schedules as may be directed by appropriate authorities.

6. Collect proper network performance information, analyze, prepare and submit network performance reports as may be required.

7. Perform network installation, integration, upgrades and or expansions as may be directed by appropriate authorities.

8. Provide strong support to IP field engineers and technicians in order to achieve effective operation and maintenance activities.

9. Perform any other duty as may be assigned by Management including other parties at IP NOC


Qualifications
• Degree in Telecommunications, Electronics, Electrical or equivalent technical qualifications & CCNA or HCDA Certificate. 
• Minimum of three (3) years working experience on Data communication networks and services. 
• Good knowledge of IP/MPLS data communication networks, Routing Protocols (RIP, OSPF, BGP, ISIS and WAN Interfaces and technologies 
• Good knowledge of broadband access technologies and networks (xDSL, Fiber and Wireless broadband), Huawei or Cisco network devices and Network Management Systems. 
• Ability to work on shift, irregular hours and/or overtime. 
• Effective time management and must be able to handle the pressure of work.
