Head of Internal Audit


We are seeking a dedicated, self motivated and highly organized HEAD OF INTERNAL AUDIT to join the INTERNAL AUDIT Department at Uchumi Commercial Bank Limited.

Reporting Line: General Manager and Board Audit and Risk Management Committee
Location: MOSHI

Duties will include the followings:
  • Ensure audit of the bank at Headquarter and its branches.
  • Preparing a comprehensive Audit Plan each financia l year for submission to the Board through the Audit Committee for approval. Auditing quarterly, half yearly and annually the Bank's books of accounts Specifically scrutinizing the Bank's loan portfolio to ensure that they have been granted according to the Bank's policy and the Bank of Tanzania Prudential Guidelines
  • Planning, Organizing and carrying out the audit and snap checks.
  • Ensuring that the Bank's internal Control System and other checks are adequate and are effectively being implemented at the Head Office and the branches.
  • Verifying regularly the Bank's Fixed Assets against the Asset Register to ensure that it is up to date
  • To carry out detailed audit of the Bank book prior to the commencement of the external audit
  • Coordinating, controlling ad supervising duties and functions of other staff in the department 
  • Preparation and submitting quarterly Internal Audit Reports to the Audit Committee of the Board
  • To review systems procedures, policies, controls and guidelines and recommend improvements.
  • To ascertain the level of compliance with established policies, procedures and legal requirement such as Bank rules BOT and other Regulatory Organs Guidelines, Banks and Financial Institutions Act, and the bank's strategic plan.
  • To review and report on the accuracy, timeliness and relevance of financial data used in preparation of Bank financial statements.
  • Assist in undertaking audit and special investigation, inspection and surprise checks and give results there on.
  • Attending to any other duties as may from time to time be assigned by the
  • Audit and Risk Management Board Committee. 


To be successful in this role, you will ideally have;

  • Degree in Finance, Banking or Accounting with relevant professional training in Risk management.
  • Five (5) years working experience in banking industry dealing with Audit,
  • Risk Management.
  • He/she must possess CPA or equivalent and be registered with professional bodies like National Board of Accountancy and Auditors (NBAA), The institute of Internal Auditors Tanzania, ACCA,CISA
  • Masters Degree in related field will be considered as an added advantage.
  • Decisiveness, Resilience and Resourcefulness.
  • Performance orientation and strong problem solving.
  • Good communication and high level of interpersonal in writing skills and reporting.
  • Good Presentation skills.

Head of Internal Audit

Reporting: Board Audit Committee and administratively to the Managing Director

Principal Purpose:
To carry out independent assessment of business and operational risks and review internal control systems, records and processes and make appropriate recommendations on the adequacy of internal controls to ensure proper, economic, efficient and effective use of the bank's resources.
To champion the formulation and implementation of the internal audit strategic plan and execute the annual audit plan through provision of quality leadership of the Internal Audit department.
It involves conducting an independent, objective assurance and consulting activity designed to add value to NIC Bank Group's operations. Emphasis is on evaluation and improvement of effectiveness of risk management, control and governance processes.

Key Responsibilities:
Formulate 'and implement the audit strategy to evaluate the standards of risk management, accuracy of the records, procedures and control systems throughout the bank
Assess and advice on internal control systems and risk in all business and operational areas of the bank including review of the suitability and reliability of management information systems.
Design, review and continually update risk based audit procedures and compliance tests to monitor performance of all profit f cost centers against corporate targets and budgets. Review procedures, processes and records to ensure they are in line with the bank's objectives and appraise policies and plans of activities, departments and functions under audit review.
Audit the strategic business units and departments of the bank as per approved Annual Audit Plan.
Identify the potential high risk areas of the bank with the view to give them more weight in terms of audit timings, frequency and resources.
Ensure that the Internal Audit function complies with sound internal audit-standards with appropriate code of ethics.
Examine and evaluate the adequacy and effectiveness of the system of internal controls.
Review the application and effectiveness of risk management procedures and risk assessment methodologies.
Review the adequacy of management information system.
Review the accuracy and reliability of the accounting records and financial reports.
Review the system of assessing capital in relation to assessment and estimation of risks.
Assess the efficiency of the usage of resources.
Review the system established by the Management to ensure compliance with legal and regulatory requirements, code of conduct and the implementation of policies and procedures.
Carry out special investigations.
Liaise with departmental heads to ensure that audit findings and recommendations were fully implemented.
Prepare audit reports to be submitted to the BAC on quarterly basis.
Liaise with external auditors and other regulatory monitoring agencies and implement recommendations to improve controls, promote growth and ensure compliance with the law,

Qualifications, Knowledge and Experience
Degree in Finance, Banking or Accounting with relevant professional training in Risk Management
Minimum 8 years' working experience senior management level.
CPA or equivalent and be registered Board of Accountancy and Auditors, ACCA, ClSA is mandatory
Ability to anticipate and mitigate risk Management Policies
Excellent knowledge of International Accounting and Audit Standards, Legislations
Good understanding of the regulatory issues, reporting and operational requirement as provided by the regulators
Decisiveness, resilience and good presentation skills
Leadership Skills, Team Building and ability to train, develop and mentor staff

Key Responsibilities:
Comprehensively list key risks identified through independent reviews of the business/support functions, & internal/external/BOT audits of the Bank
Highlight significant co-relationships between key risks
Develop, get approved' & implement appropriate management dash-boards/traffic lights, stages & absolute tolerance levels/limits for key risks
Develop and implement appropriate measurement metrics, models & MIS for each key risk and comparisons to industry best practice
Review & update relevant measurement metrics/models in line with the dynamic external & internal environments
Provide appropriate M.IS (including their quantum, direction & trends) to Senior Management and BRMC for review and action
Periodically track actual & trend analysis of key risk measurement results against approved tolerance levels.
Extract exceptions from the measurement results, agree & set mitigation strategies for the-key risks identified (ie. accept but limit, transfer/insure, avoid where tolerance is NIL, accept where minimal).
Follow up for implementation of corrective action on exceptions to approved tolerance levels

Report all exceptions of approved risk tolerance levels to BRMC/Senior

Develop, implement & continuously review an appropriate Compliance

Develop and implement KYC, AML, Suspicious Transactions, Legal/Regulatory and Policy Compliance functional tasks

Liaison with Correspondent Banks and other counterparty relationships for KYC/AML and managing queries or issues raised therein

Over 10 years of all-round working experience in a banking environment at risk, corporate audit, credit management, central operations, treasury, amongst others,5 of which must be at senior management level and in particular credit, operations and treasury functions.
In depth understanding of the workings in various functions of the Bank's set up ie. full Credit Management process, Branch & Central Operations, Trade Finance, Treasury Management (front, middle & back-office), Credit Operations (incl. The incumbent will be a member of business support with responsibility for ensuring the delivery of recovery strategies to a portfolio of Customers experiencing financial distress.


Key Responsibilities:

  • Manage relationships with external service provider such as liquidators, Executors, Police, Messengers of the Courts, Accountants, Receivers, Judicial Managers, Valuators, etc.


Educational Qualifications

  • Bachelor's degree in Corporate Finance and insolvency laws, professional banking qualifications or a related field of study or 'equivalent combination of education and related work experience.

Experience & Competencies Required

  • Minimum 5 years working experience in banking industry.
  • Good understanding of the role of loan recoveries.
  • Previous experience of managing impaired loan portfolio.

Job Purpose:

DUTIES AND RESPONSIBILITIES:
a) Participating in closure activities of a failed bank or financial institutions and submitting reports;

b) Liaising with liquidation accountant and preparing liquidation plan for the bank or financial institutions for which DIB has been appointed the liquidator;

c) Attending creditors, pending litigations and preparing and submitting periodic cases status report;

d) Liaising with liquidation accountant and assisting in management of assets and liabilities under liquidation and preparing statements of affairs’ and ‘receipts and payment statements’ periodically;

e) Liaising with liquidation accountant and preparing plans and budget for participation in the closure, inventory taking, tracing and preserving records, property and assets of closed bank or financial institutions;

k) Initiating review of the liquidation manual and making recommendations;

l) Conducting research regarding adequacy of the laws relating affecting deposit insurance and liquidation matters and recommending appropriate changes;

m) Assisting in the preparation and execution of matters relating to Board and Management meetings;

n) Performing other related duties as assigned.

Education /Professional Qualifications and Experience Required
· Bachelors’ degree in Law or its equivalent;
· Must be a registered Advocate;
· A minimum of two (2) years of work experience in relevant assignments.

Job Vacancy: Financial Analyst II (Bank’s Performance Monitoring) - 1 Post
Reports to: Assistant Manager, Operations

Job Purpose:
To provide professional service on monitoring the performance of banks and financial institutions.

DUTIES AND RESPONSIBILITIES:
a) Conducting off- site surveillance of banks and Financial Institutions;

b) Analyzing and Monitoring performance of distressed banks or financial institutions;

c) Participating in on-site examination of banks and Financial Institutions;

d) Initiating/proposing policies, systems and procedures for on-site examination and off-site surveillance of banks and Financial Institutions relevant to DIB operations;

e) Preparing quarterly bank performance reports;

f) Analyzing deposits and preparing on quarterly basis reports on structure of deposits of banks and financial institutions to determine likely risk attached to the fund;

h) Periodically initiating assessment and recommending to DIB Management the premium amount to be levied to banks and financial institutions;

i) Periodically reviewing and proposing to the Management changes on the existing premium assessment formula;

k) Initiating liquidity contingency plan and stress testing on threats in relation to possible bank failures;

l) Recommending the target size of the Fund;

m) Preparing Payout plan which shall include list of insured depositors with their corresponding amount and total amount involved, proposed paying Centre and payment modalities, manpower to be involved, important documents for identification of the depositor specimen claim forms and the proposed duration for payout exercise;

n) Ensuring that the payout plan is properly communicated to the safety net players and the general public;

o) Ensuring that the list of depositors qualifying for reimbursement is authentic;

p) Performing other related duties as assigned.

Essential Duties and Responsibilities:
i. Achieve and maintain the following monthly performance targets:
· At least 340 active clients;
· A portfolio outstanding of at least TZS. 100 million.
· A portfolio at Risk (PAR) above one day rate not exceeding 2% at all times.
ii Participate in the recovery of written off loans in accordance with TPB’s loan recovery guidelines.
iii Active mobilization, sensitization, formation and recruitment of economically active members into the groups as well as promoting a saving culture and savings mobilization in the groups.
iv Ensure timely loan repayments and security deposit collections in all groups.
v Ensure that all clients’ loan repayments are accurately posted in the loan tracking system.
vi Ensure weekly/biweekly/monthly attendance of meetings by all group members through training and maintenance of attendance registers.
vii Ensure accurate and timely filing of all Group Loan documentation.
viii Ensure effective monitoring of loans through regular visits to clients and manage delinquency alarm signals by following up on problem clients.
ix Generate and instill solidarity group pressure in each group as the basis of Co-guarantor ship.
x. Liaise with the Credit Supervisor to ensure speedy payment of claims in event of death calamities.
xi. Ensure that all the loan repayment collections are deposited to TPB’s bank account by the group officials within 12hours.
xii. Ensure that all groups are constantly full through continuous mobilization and timely replacement of exited clients.
xiii. Cross sell other TPB’s products and services.
xiv. Attend any other duties as may be assigned by the Credit Supervisor.
