The available positions together with their specific requirements are as follows:

POSITION: Accountant - 2 Posts

Reports to senior Accountant, the Accountant will be responsible for preparation of financial statement, effective application of accounting procedures and internal controls

Qualifications Skills and Experience
The ideal candidate for this position should have
i. A Bachelor’s degree in Commerce, Finance or Business Administration with bias in Accounting
ii. Understanding of International Financial Reporting Standards
iii. CPA (T) or equivalent
iv. Computer literacy with advanced knowledge of integrated Financial Management Systems

Duties and Responsibilities
i. Process payments and invoices accurately and timely as per Fund’s procedures
ii. Ensure accuracy of subsidiary books of accounts
iii. Ensures prompts posting of transactions and balancing of books of accounts
iv. Supervise as required the reconciliation or receivable and payable accounts and communicate with both creditors and debtors
v. Verifies safe custody of fixed assets by maintaining and accurate asset register and appropriate level of asset issuance
vi. Prepare as required related couches for payroll financial accounting including salary obligations, actual costs and salary disbursements
vii. Prepares financial statements and schedule for external audit purposes in accordance with the international Accounting Standards and International Financial Reporting Standards
viii. Perform account reconciliations and ensure all ledgers are closed as per Fund policy and principles laid out
ix. Ensure accurate recording of all revenues and expenses, so as to aid the preparation of the Trial Balance, Profit & Loss Account, and Balance Sheet etc

Senior Accountant - With taxation experience (1 Post)

Reports to Chief Accountant, the Accountant will be responsible to provide proper advice on issues to Fund taxation

Qualification Skills and Experience

i. A Bachelor’s degree in Commerce, Finance or Business Administration with bias in accounting
ii.Understanding of international Financial Reporting Standards
iii. CPA (T) or equivalent
iv. Computer literacy with advanced knowledge of integrated Financial Management Systems
v. A practical experience in taxation will be an added advantage
vi. At least four year post qualification experience in a reputable institution

Duties and Responsibilities
i. To advise LAPF management on taxation
ii. Ensure the accuracy of subsidiary books of accounts and the General ledge and timely provide report to superiors
iii. Carry out periodic financial analysis and issues periodic financial reports to superiors in accordance with the management information Systems
iv. Ensure proper accounting of fixed assets and timely provide report to speriors
v. Prepare journal vouchers, monthly payroll and statutory returns and timely provide report to superiors
vi. Check the accuracy and completeness of payment vouchers, journal vouchers and other accounting records and timely provide report to superiors
vii. Prepare financial statements and schedule for audit purposes in accordance with the International Accounting Standards and International Financial Reporting Standards and timely provide report to superiors

Senior Driver II (1 Post)

(a) Qualifications and Experience:
Holder of Form IV Secondary Education with passes in Kiswahili and English with a Trade Test Grade I. Must have a valid Driving Licence in the relevant class, and has attained Advanced Drivers Certificate Grade II from recognized institution and relevant working experience of not less than five years.

(b) Duties and Responsibilities
(i) Drives DUCE vehicles skilfully.
(ii) Maintains and keeps up-to-date log-books.
(iii) Adheres to Maintenance Schedules.
(iv) Keeps motor vehicle in good running conditions and reports immediately faults and defects to Transport officer.
(v) Ensures that valid documents are obtained prior to commencing any journey.

Position: Technical Officer II - 1 Post

DUTIES AND RESPONSIBILITIES
· Testing, installing, repairing and maintaining of meteorological, communication,
electrical and electronics equipment under guidance of Principal Technician as
listed below:
· Intercoms;
· Receiver/Transmitters (HF,VHF,UHF)
· Meteorological Instruments i.e. Anemometers, Barometers
· and Optical Theodolite;
· Power Supplies such as UPS
· Air conditioners and Hydrogen Plants

Recorders; and
· Assists in designing Anemometer mast and other equipment for fabrication

QUALIFICATION
Holders of FTC or National Form VI Certificate plus a one year Meteorological
Technician III course followed by instruments maintenance certificate
recognized by WMO. Appointees will be in the TMA 1 scale until they acquire
the Meteorological Technicians Certificate and Instruments Maintenance
certificate.

JOB SUMMARY
Provides specialized Human Resource management professional in day- to day
management and administration of the human resource functions in alignment with

REPORT TO
Business Support Manager

DUTIES AND RESPONSIBILITIES
· Carries out human resource planning to determine supply and demand for
professionals in the Agency;
· To Plan and Co-ordinates human resource management and all administrative
services of the Agency.
· Coordinates preparation of training and development programs; and facilitates
orientation/induction programs for new entrants in the Agency;
· Carries out impact assessment of the training and development programs and
prepares assessment reports.
· Preparing voluntary agreements negotiate with Trade Unions and administer
proper industrial relations and high work moral programmes.
· To advise management on changes of Human Resources policies and
supervise its implementation.
· Coordinates implementation of open Performance Review and Appraisal
System (OPRAS), assesses appraisal results and prepares implementation
reports;
· To coordinate performance management systems reward management and all
issues that affect the relationships between the Agency and its employees.
· Coordinating and conducting interviews, and selection of applicants, as well as
new employee orientation.
· To prepare Annual/quarterly, Staff Appraisals; Disciplinary issues;
· To develop updates and administer the preventive maintenance schedules so
as to comply with for the office equipment, buildings and the related
infrastructures.
· Responsible for the operational and strategic management of the
administrative support services and other related tasks for the Agency.
· Interface with the payroll administrator to ensure payroll is promptly informed
of any changes affecting the employment conditions.
· Prepares and administers employee benefits (pension, allowance etc.) and
entitlements;
· Facilitates employee relations and welfare including health, safety, sports and
culture;
· Coordinates implementation of ethics including prevention of corrupt practices;
· Implements diversity issues including disability and HIV/AIDS;
· Coordinates implementation of Client Service Charter; and
· To perform any other assigned by supervisor

QUALIFICATION AND EXPERIENCE
Bachelor Degree either in Human Resources Management or Business
Administration with Master’s in Business Administration or Master’s in Public
Administration plus 9 years relevant experience. Must have basic computer skills.

REPORT TO

· Directing and supervising all operations in the division of Industrial licensing
and to ensure that all tasks are carried out effectively and efficiently
· Receiving applications for Industrial License, checking validity of the
documents and prepares Board Paper to be tabled before the Industrial
Licensing Board Meeting.
· To conduct assessment of the application for Industrial license.
· To prepare recommendations on all applications and presents them to the
industrial licensing Board for decision making.
· To call and organize the Industrial licensing Board meetings, also to take
minutes and documents deliberations of the Board.
· To notify all applicants for Industrial License the outcome of the Board meeting.
· Issuing Certificate of Registrations which have been approved by the Industrial
Licensing Board.
· Cancelling an Industrial License for failure of implementation of project and
make report available to the Industrial Licensing Board.
· To conduct open performance review and appraisal of subordinates and gives
feedback.
· To perform any other duties as may be assigned.

QUALIFICATION AND EXPERIENCE
Bachelor Degree in Economics or equivalent with Master’s in Business
Administration and working experience of at least 10 years in the relevant field,
and must be computer literate.

Job Purpose
Reporting to Executive Director Project Development and Consulting Unit Coordinator shall provide administrative and basic analytical support on SUGECO projects and consulting programmes. He/she will coordinate information flow and reporting, create and maintain documentation, maintain and update databases; produce marketing materials, track project calls for bidding, monitor project activities and ensure on time submission and liaise with project staff and internal/external contacts.
