Technical Data Specialist


The Southern Agricultural Growth Corridor of Tanzania (SAGCOT) Partnership is a Public-Private venture. a key component of "Kilimo Kama' (Agriculture first) National Strategy. Its aim is to transform the agriculture sector in Tanzania's Southern corridor, by catalyzing inclusive, environmentally friendly, and economically viable/ feasible investments. The SAGCOT Partnership is facilitated by the SAGCOT Centre Ltd (SCL) which plays an important role as a neutral broker within the partnership, whilst also functioning as an administrative unit and information hub.

A strategic collaborative relationship has been established between INC and the SCL. INC offers technical support to SCL on environmental sustainability. INC is a member of SAGCOT's Green Reference Group (GRG) - an advisory body to the SCL and its partners on social and environmental matters surrounding investments in the corridor. TNC has also supported SAGCOT Centre in development of decision support tools A guide agricultural investments towards an environmentally friendly and social inclusive pathway.

JOB TITLE: Technical Data Specialist 

The position will be filled on a 2 year contract. renewable subject to performance and availability of funding.

ESSENTIAL FUNCTION
The Technical Data Specialist supports TNC's partnership with SAGCOT Centre. S/he shall be responsible for giving technical support to SAGCOT Centre and its key partners. S/he will work closely with and report to Africa Agriculture Strategy Director. S/he will be based at SAGCOT Centre where he will work closely with the SAGCOT Centre's technical team in technical data and information management to enhance uptake and application of technical advice by the intended users to support sustainable agriculture development in the SAGCOT Region.

MINIMUM QUALIFICATIONS
• MS degree in GIS, Environmental Science, Natural Resource Management, Earth Observation, Spatial Information Science or related field and 5 - 10 years related experience in applied GIS/spatial analysis and Environrnental Modelling. A track record of peer reviewed publications is desirable.
• Experience in designing and maintaining enterprise-scale spatial and relational databases to meet organizational needs.
• Experience in developing and managing multiple projects.
• Working knowledge in creating and maintaining internet-based spatial data viewers, interactive online analysis tools and spatial data distribution tools.

About the role
You will join our Programs Team, which implements SFF’s mission on the ground by identifying new grantee partners, managing all aspects of our Active Partnership model with current grantee partners, and engaging fellow philanthropic actors to promote our grantee-centric approach.

Besides providing program administration support related to awarding and renewing funding to our grantee partners, you will help deliver initiatives to build community and promote partnership in learning and doing among SFF grantees. You will also play a key role in linking SFF grantees to opportunities to strengthen their capacity and grow their impact.

Your responsibilities will include
Program Admin /Grants Management for our Tanzania portfolio (50%)
Contribute to the development and implementation of Tanzania country strategy, work plans, and budgets.
Maintain programmatic and administrative aspects of grant making throughout the year, including but not limited to review of applications, site visits, analysis of organizational health and effectiveness, and written recommendations in a due diligence report.
Support and coordinate the logistics of program-related events, as needed, such as site visits, workshops, training seminars, meetings, and conferences.
Contribute to program administration through budget tracking, expense reports, consultant contracts, travel arrangements, etc.
Support our Active Partnership strategy and activities in Tanzania, and work with the Program Officer to conceptualize tailored support to our partners.
Ensure prompt response to emails, queries, and unsolicited funding requests with guidance from the Program Officer.
Manage relationships with grantee partners in a way that keeps in account the typical power dynamics in the grant making industry: upholding integrity, mutual respect, and humility in interactions with ongoing and potential grantee organizations.
Contribute to discussion and decisions in grant making calls.
In collaboration with the Program Officer, conduct occasional research and writing assignments that are relevant to the program.
Support cultivation and stewardship of relationships with funders in Tanzania and beyond to leverage support for SFF grantees and promote grantee-centric practices.
Formally and informally stay updated on SFF partners’ work and outcomes.
Actively collaborate with program staff in other SFF portfolio countries towards shared objectives.

Expanding our partner base in Tanzania: (25%)
Carry out activities to drive new applications of organizations in line with our criteria. This includes attending and speaking at forums, seeking out referrals, and positioning our brand in relevant ways.
Be creative around building our visibility in Tanzania given its vast geographical size.
Building relationships with promising local visionary organizations across the country, especially outside the Kilimanjaro and Dar region.
Identify and assess potential partners, input and track reports, finalize due diligence, and prepare for grant decision meetings and follow-up correspondence in collaboration with the Program Officer.

Cross-portfolio collaboration: Program/Grants Management across Africa (15%)
SFF has a small portfolio of special grants across Africa. You will support the Director of Programs in managing programs and grants for this portfolio with similar responsibilities as listed above.

Learning and Tracking SFF’s Impact (10%)
Participate in regular team meetings: Prepare relevant presentations, correspondences, and minutes for these meetings or for other forums where SFF is participating to curate and share information on behalf of the team.
Contribute to development of performance goals and learning objectives for SFF’s Tanzania portfolio as well as quarterly progress review to improve learning.
Collect needs and concerns from partners to shape SFF learning & active partnership initiatives and direction.

Responsibilities:

Duties and Responsibilities
1. Identify patients who missed their clinic visit schedule timely and conduct visit to their
homes
2. Create awareness of the family on the need and importance of HBC
3. Supporting the patient adherence to medication and clinic visit schedules
4. Support the patient/families in preventing disease transmission in order to avoid risk
situations for infection and its complications
5. Sensitize on community awareness and strive to reduce gender based violence, stigma and
discrimination
6. Provide nutritional counseling and education, together with health prevention messages and facilitate spiritual support to patients/families (advice to remove spiritual support)
7. Support families to provide care and support to orphans and vulnerable group’s
8. Make appropriate decisions on patient health at their homes that align with HBC guideline
9. Facilitate linkage services for patients and their family with health facility and other relevant
services e.g. legal issues, and social support
10. To participate in data management that include proper recording and reporting timely
11. Bring up any ideas or comments that may contribute to better system of patient follow up.

Requirements:
 HIV/AIDS Tracker requires a Basic Training of HIV/AIDS Management, Knowledge and
Skills of Home Based Care, Counseling and Tracking Skills.
 A Minimum of form four education,
 At least one (1) year experience of working on the field
 Good in both oral and written English and Kiswahili
 Able to work independently and in team
 Committed to work and adheres to work regulations

Duties and Responsibilities
1. Providing clinical care to HIV patients in the Clinic including:
 Management of Opportunistic Infections

Job Purpose
Perform the task as Pharmaceutical technician at HIV/AIDS care and treatment clinic under the supervision of District Supply Chain Officer

Qualification and work experience:
The Pharmaceutical technician should be a holder of Diploma/Advance Diploma in Pharmacy from a recognized institution; he/she should have an experience of at least 3 years in the field of expertise.


Duties and Responsibilities
1. Make sure that the storage and dispensing area is clean, safe and conforms to laws
governing pharmacy and pharmaceuticals
2. Project consumption estimates for each drug item on Monthly basis
3. Make order of drugs from main store of your respective district store according to
anticipated Monthly requirements by filling authorized tools i.e. ordering and requisition voucher
4. Receives deliveries and counterchecks and sign off all drug deliveries
5. Keep records of all receipts and issues. Maintain bin card for each item and keep a running
balance
6. Store, distribute and control the stock and ensures uninterrupted supply of drugs at all times by ensuring Max-Min stock level of 2/1 Month at all times
7. Redistribute the nearly expiring drugs to sites that can consume them before the expiring
dates
8. Controls and separate immediately the damaged and expired drugs from the shelves/cupboard and keeps all set aside for destruction
9. Monitor prescriptions from dully authorized prescribers for appropriateness and
discrepancies
10. Dispense/refill all prescriptions
11. Provide medication adherence counseling to patients
12. Maintain records of all drugs issued to patients to dispensing register, paper based and or
software
13. Prepare and submit Monthly drugs consumption report which includes stock level and

The District Pediatric Officer is a self-motivated individual who will assist the Senior Pediatric
Officer and the CHMT in implementation of the pediatric activities in the district. He/She will be responsible to the Senior Pediatric officer and will work in close collaboration with the Pediatric Care and Treatment Manager

Duties:
1. The District Pediatric Officer (DPO) is responsible for assisting the Senior Pediatric Officer in ensuring that MDH supported facilities meet the national standard for pediatric initiatives by:
1. Assisting the MDH supported pediatric clinics to meet the national standards for
comprehensive management of HIV/AIDS
2. Providing technical assistance to site staff on implementation of national standards for
PMTCT and Early infant diagnosis at PMTCT within the respective district
3. Assist in identification of training needs for the sites and help PSO in organizing
mentorship at site level using recommended national curricula.
2. Collaborate with the SPO and the PTC – Manager to ensure that, MDH supported sites

HIV COUNSELING AND TASTER (14 Positions)

Reports To: Health Facility In-charge

Job summary:
A HIV Testing counselor requires extensive, current knowledge of the HIV prevention measures.
Testing counsellor must enjoy working with other people, have a compassionate nature and be a good listener. A broad knowledge of diverse cultural beliefs and attitudes is often necessary when working with diverse population.


Duties and Responsibilities:
1. He/She is responsible to create awareness and education on the existence of HTS i.e. educating clients on all aspects of HIV diseases and treatment management as well as basic health lifestyles.
2. To serve as liaison between clinicians/clinics, individuals screened and care centers.
3. To provide on-going counseling and testing while maintaining confidentiality and patient
rights. Also to provide psychosocial support and assist with linkage to referral services.
4. To assess, document all referrals, make follow-up and report on referral outcomes.
5. To monitor the quality of test kits by the use of suitable control materials/samples from
laboratory department.
6. To be in line with current HTS protocols/guidelines to ensure correct testing services (periodic review of standard operating procedures with support from laboratory department).
7. To ensure safe storage of HTS related items and to request/prepare all the necessary
consumables for undertaking the HTS activities on time.
8. To compile and submit HTS reports on weekly, monthly and/or quarterly to the HTS
coordinators on time.
9. To keep accurate HTS records(logbooks, HTS registers, reports and referral/linkage reports)
10. To work with team member to monitor quality improvement plans with regards to the
established performance targets/indicators.
11. Ensure HIV testing is performed according to the National HIV Testing algorithm.

The Laboratory technologist is expected to be a self-motivated individual who will be involved in setting and monitoring progress of laboratory program targets towards accreditation. He/She will be responsible to the laboratory manager.


Duties:
 Fully support the laboratory towards accreditation
 Read, understand, and implement SOPs
 Performs daily QC runs on all laboratory tests/procedures
 Perform pre-analytical procedures on all specimens received including but limited to registration, separation, and storage
 Perform testing in serology, hematology, chemistry, molecular biology, parasitology, and
micro nutrients analysis
 Prepare samples for shipping according to SOPs
 Document daily operation, recalibration, preventive maintenance services, repair of

 Implement security deployment plan to ensure secure coverage of all areas of operation.
 Ensure proper coordination with contracted aviation service security providers for the entire process of ATCL.
 Build good working relationships with security providing partners to facilitate for timely/immediate solution of any security issues affecting ATCL.
 Ensure contracted aviation security service providers consistently adopt procedures, processes and all other relevant amendments made to the ATCL aviation security program

 Undertake checks and vulnerability test for contracted aviation security services to ensure continued standards of work performance.
 Analyze theft, pilferage and loss of baggage trends and develop security counter-measures to ensure security of company, customer and staff properties.
 Conduct preliminary investigation on all detected/reported cases within the scope of aviation security to ensure speedy conclusion.
 Ensure safe collection and forwarding of lost and found properties to the Aviation Security Officer – Standards, Training and Records for hand over to owner or disposal.
 Protect and ensure Company revenue integrity through collection of unpaid excess weight charges.

Duties:

  • Assist the Community linkage/tracking ad in strengthening linkage to HIV care through the use of the expert patients/peer navigators to physically escort newly diagnosed PLHIV to the CTC.

  • Strengthen Linkage and retention of clients in treatment including identification and operationalization of community-based ART delivery models that are flexible and responsive to the needs of PLHIV (using CHW and stable clients).
  • Support adherence and improve community support groups to support PLHIVs adherence to ART and TB medication
  • Provide linkage of PLHIV to the economic strengthening and life skills training
  • Assist the community linkage advisor in the implementation of community programs specifically on the engagement of community health workers on tracing of defaulters to minimize the loss to follow up of pre-ART and ART clients through improving evidence linkages between health facilities and community.
  • Responsible with the achievement of agreed targets and outputs of HIV care and support at the community level

Duties:

  • The Supply chain management advisor is responsible for ensuring that Project supported sites meets national standard for ARV and related commodity supply chain management by:
  • Assisting pharmacies at Project supported sitesidistricts to meet national standards o
  • Ensuring that relevant staff at Project supported sitesidistricts are trained to provide high quality of services
  • Ensuring that validated drug management tools ( paper tool andlor software) are available and properly used at all Project-supported pharmacies o Designing improved supply chain systems, processes and procedures for Project sites in collaboration with Supply chain partners.
  • Identify training needs for sites, districts and regional pharmacists and supply chain officers and facilitate trainings on good practice in pharmaceutical and supply chains management for Project and site staff;
  • Collaborate with National, regional and district level pharmaceutical personnel to develop a mentorship program for site level pharmacists.
  • Ensures uninterrupted supply in HIV-related commodities at all Project-supported sites by
  • Annual forecasting and budgeting of needs in HIV-related commodities including lab commodities for each single siteidistrict
  • Ensuring that each single siteidistrict has two to three months buffer stock offall HIV-reiated commodities including lab reagent and consumables and assist in redistribution of products when out of stock
  • Providing technical assistance to district pharmacists in forecasting and ordering of ARVs and related commodities from the MSD.
  • Ensuring that technical procedures for procurement, distribution and dispensation are respected at all sites according to the standard operating procedures, o Keep track of drug flow between stores and
